David M. Boone, P.E.

Chief Growth Officer

Mr. Boone is the Chief Growth Officer of Michael Baker International. Mr. Boone is responsible for leading the company’s National Practices, Federal Markets and the Proposal Development Center.
Mr. Boone’s distinguished career spans more than 30 years, including significant experience in government and military leadership positions. Most recently, he served as President of the Government Strategic Business Unit of APTIM, a firm that specializes in disaster response, environmental remediation and engineering and construction, where he oversaw 3,000 employees with annual revenue of $550 million.

Previously, his Navy service included three years as U.S. Navy Director – Shore Readiness, retiring with the rank of Rear Admiral – Civil Engineer Corps. In this role, he directed resourcing and policy for Navy installations worldwide with more than 58,000 employees and a $9 billion annual budget. Additional roles during his Navy career included Commanding Officer, Naval Facilities Engineering Command, Mid-Atlantic; Chief of Staff, Navy Installations Command, Washington, D.C.; Executive Officer, Naval Facilities Engineering Command Europe – Southwest Asia. A Seabee Combat Warfare officer and Navy Diving officer, he is a designated joint specialty officer.

Mr. Boone also provided engineer assessments for national emergent and crisis responses during Hurricane Mitch and the Gulf War. From 2001 to 2003, he served as Director of Facilities at the White House.

Mr. Boone is a graduate of the Naval War College, the Armed Forces Staff College, the Tuck Executive Program at Dartmouth University, Massachusetts Institute of Technology’s Seminar XXI and the Department of Defense’s Executive Leadership Development Program.

His awards include the Defense Superior Service Medal, Legion of Merit (three awards), Defense Meritorious Service Medal, Meritorious Service Medal (two awards), the Joint Service Commendation Medal, the Navy and Marine Corps Commendation Medal (four awards), the Navy and Marine Corps Achievement Medal (two awards), and other service awards.  He has also received the Presidential Support Badge and the Nippon Gen Gokkai Award from the Office of the Prime Minister of Japan.

Mr. Boone earned a Bachelor of Science degree in Civil Engineering from California Polytechnic State University, San Luis Obispo, CA, and a Master of Science degree in Construction Management and a Master of Engineering degree in Coastal Engineering from the University of California, Berkeley. He is a registered professional engineer in Florida and Virginia, as well as a member of the Acquisition Professional community.
