Michael Baker International prepared a Specific Plan and Environmental Impact Report for the Downtown Lancaster Revitalization Project. The Specific Plan emphasizes the City's goal to revitalize the unique Business Improvement District, to improve aesthetics, update infrastructure, attract new businesses, and improve the livability of surrounding neighborhoods. The Specific Plan includes a Transit District, which is located adjacent to the City's Metrolink Station. The Specific Plan process included an extensive community participation process, as well as an economic and market analysis to arrive at a single vision for Downtown Lancaster. The plan also includes form-based development regulations, which are specifically designed to implement the community-based vision for the Downtown. The Specific Plan was unanimously recommended for approval by the Planning Commission, and was approved by the City Council. The Michael Baker team also prepared the master environmental document for future project applications that are included in the Specific Plan area. The environmental review included land development, aesthetics, traffic, circulation and parking, air quality, noise, population and housing, public services, facilities and utilities and cultural resources.
