As the prime contractor and program manager, Michael Baker International led an integrated team to achieve Map Mod’s Key Performance Indicators (KPIs) and Balanced Score Card metrics that raised national awareness of flood hazards and mitigation. To handle production capacity, Michael Baker deployed more than 400 credentialed staff with diverse skill sets and met its subcontracting goals with 43 subcontractors. The Michael Baker team oversaw every CTP and mapping partner in the nation producing regulatory products. The team also established 10 Regional Management Centers, which coordinated with State, local, and Tribal governments.

To assure quality products, Michael Baker developed national standards for automated mapping. The team directly produced 27,000 miles of H&H and coastal analyses and developed 9,400 FIRM panels. It also performed quality reviews of 180,000 study miles and 34,800 FIRM panels. The company's 40-year history with the NFIP and floodplain management greatly assisted FEMA in maintaining a community adoption rate for new maps of more than 96 percent (4,492 communities nationwide) and increased the number of communities participating in the NFIP by 403. The team led development of the Mapping Information Platform (MIP), which continues to serve as the IT backbone of Risk MAP and the National Flood Hazard Layer (NFHL).

The workflows in the MIP allow FEMA to track the earned-value performance of mapping partners and projects. Michael Baker trained 170 mapping partners and Regions in MIP use to manage schedules and costs using an Earned-Value Management System. To produce quality products, the team developed new coastal guidelines, led efforts on numerous procedure memoranda, and maintained FEMA’s Guidance for Alluvial Fan Flooding Analyses and Mapping. The company's engineering and mapping tools, processes, training, and coordination with partners reduced production time for effective maps from 52 to 35 months and reduced MT-1 processing time by 10 days (29 percent) and MT-2 time by 27 days (24 percent).

The web-based eLOMA tool developed by the team saved $3.7 million. Raising awareness and planning action, the team worked with USACE, owners, communities, and regions to obtain data to determine whether levees met FEMA accreditation requirements. The team developed the Mid-Term Levee Inventory (MLI) and populated it for 414 counties, covering 13,000 levees and 20,000 linear miles. Michael Baker also documented property value-loss estimates by Hazus Level 2 analysis using MLI data. The team helped expand the CTP program from 151 partners to 235 partners, increasing community engagement.

To support FEMA’s sequencing of studies and capture mapping needs, we created the Coordinated Needs Management System (CNMS). To push action and awareness, the team adjusted the FIRM production process for digital products. For FEMA’s digital vision, the company laid the groundwork for Risk MAP non-regulatory products, which communities use to increase their resilience to hazards and communicate risk. Driving action, the Michael Baker team supported high-profile recovery efforts, such as the Louisiana Mapping Project, which included mapping and outreach to 15 coastal parishes following Hurricane Katrina, and provided HQ and Regions IV and VI data and staff resources that led to no disruption in metrics.
