Michael Baker International Appoints Matt MacGregor, P.E., as Transportation Practice Lead in Dallas

Firm Boosts its Regional Presence to Better Serve Surging Population, Client Base and Strategic Growth Initiatives

Pittsburgh (November 22, 2016) - In response to continued growth and expansion in the region, Michael Baker International, a global leader in engineering, planning and consulting services, announced today that Matt MacGregor, PE., has joined the firm as Transportation Practice Lead in the Dallas office.
 
In this role, MacGregor will draw on his more than 32 years of industry experience in transportation project development processes and lead an integrated team of professionals dedicated to the creation and maintenance of an effective statewide transportation infrastructure in a market that is rapidly expanding to keep pace with the state’s growing population.
 
“During his career, Matt has directly contributed to the implementation success of 30 projects in the Dallas/Fort Worth area with values ranging from $1 million immediate action to multiple $1 billion corridor projects,” said Juan Contreras, P.E., Michael Baker Vice President and Regional Director of the Gulf Coast Region. “ As a former Texas Department of Transportation (TxDOT) Dallas District Project Manager, Matt intimately understands this transportation market and will provide our clients with the expertise and knowledge needed to successfully deliver their projects.”
 
Recently, Texas was identified as home to seven of the top 10 U.S. cities projected to have populations double by 2050 to more than 50 million people. To address this surge, voters passed Proposition 1 and 7, which provide for increased funding for Texas highways projects. The Texas Transportation Commission earmarked $650 million annually for a major Metropolitan Area Congestion Relief Initiative aimed at systematically addressing the most congested roadway segments in Austin, Dallas, Fort Worth, Houston and San Antonio--cities within the reach of Michael Baker’s four Texas offices.
 
“Matt’s addition to the Michael Baker team is timely,” said Contreras. “TxDOT will need support in environmental, planning and final design work for these initiatives and they estimate that nearly 1,700 additional resources will be required across the state to deliver TxDOT’s traditional planning and design program.  MacGregor’s previous experience includes work in feasibility, planning, schematic, NEPA, ROW, utilities, design and procurement functions for projects that include: IH-635/DNT Ramp Project; IH-20 Interstate Completion/Terminus Kaufman Co; IH-635 Braided Ramps; US75 North Central Project Office; IH-635 Bottleneck Project; IH-635 West HOV/East HOV; and IH-30 West (Tom Landry) Managed Lanes Project. He also has served as chief planner for the $2.7 billion LBJ TEXpress managed lane project, which is the most complex, comprehensive, operating P3 concession-based priced facility in the United States.
 
MacGregor is an active member of the Transportation Research Board (TRB), the American Society of Civil Engineers (ASCE) and a panel member for the National Cooperative Highway Research Program (NCHRP), Improved Framework and Tools for Highway Pricing Decisions. In addition to serving on transportation committees, Matt has published a variety of transportation articles including: “Tackling Congestion in Dallas Using Managed Lanes,” published in ITE Journal, Volume 80, Number 9; and “IH-635 (LBJ) Corridor Study,” published with the American Society of Civil Engineers in 1997.
 
He holds a Bachelor of Science degree in Civil Engineering from Purdue University.
