Daniel Horner is the Strategic Growth Director for the Mitigation, Environmental, Response, Recovery & Resiliency (MER3) business vertical, which brings together Tidal Basin Group, MLU Services and Michael Baker International’s Emergency Management and Response professionals into a single, united team focused on end-to-end contingency operations and resilience solutions. In this role, Mr. Horner leads enterprise growth by aligning delivery and business development into a shared intelligence and capture capability.
With more than 20 years at the intersection of technology, emergency management and environmental policy, Mr. Horner advances market expansion through partner ecosystems, innovation programs and clear client-focused communication. His work turns frontline insight into differentiated strategies and proposals, modernizes operations with tech-enabled workflows, and scales repeatable wins across federal, state and local portfolios. The result is teams that are aligned, outcomes that are measurable and growth that is sustainable.
Mr. Horner has a bachelor’s degree in environmental policy from Millersville University in Pennsylvania and has been a Certified Floodplain Manager for 18 years. He brings 19 years of experience supporting the Federal Emergency Management Agency (FEMA) programs, including managing agile development teams for federal IT programs and has received national recognition for leading the design and architecture of critical emergency management systems.
