The Pennsylvania Turnpike (PTC) is a limited-access toll highway consisting of more than 550 miles of roadway; 62 toll facilities with 461 toll lanes; five tunnels, each with two tubes; 1,325 bridges; and 18 service plazas. Since 1956, Michael Baker has continuously served as the General Consulting Engineer (GEC) for the PTC, performing cursory inspections, preparing annual reports, reviewing the capital budget, and providing recommendations for maintenance and repair.

Michael Baker’s engineering services include program management; transportation planning; geospatial services; multidiscipline engineering reviews, design management; environmental regulatory compliance monitoring; geotechnical engineering; and construction management and oversight; Michael Baker also provides architectural, engineering, and construction oversight for the renovation of toll plazas, maintenance facilities, state police barracks, and service plaza rest-stop facilities along the turnpike.

Michael Baker performs quality assurance reviews of consultant project submissions at various stages of design and construction, using the client’s design consistency guidelines, including reviewing design and construction schedules for capital projects.

Michael Baker’s construction oversight services for mainline reconstruction and new expansion projects involve general observation of construction contracts on a periodic basis during construction phasing.

Michael Baker also has helped develop and implement an organization-wide culture of sustainability by aligning projects with economic, environmental and social considerations, as well as having a leading role with the PTC’s Sustainability Committee.
