The Solution
To better serve Arizona’s residents, the Motor Vehicle Division modernized its service ecosystem through a platform designed around citizen needs. The solution includes three core components: the MAX enterprise system, a user‑friendly consumer portal, and a unified digital identity and authentication layer. At the heart of the platform, MAX streamlines essential government functions by supporting credit balances, enabling sophisticated fraud‑detection capabilities, simplifying correspondence and messaging, and allowing citizens to start a transaction online and finish it later, either remotely or in person. Its fully integrated financial architecture minimizes reconciliation efforts between legacy MVD systems and the State’s accounting system, reducing administrative burden for agency staff.
Through the consumer portal, Arizonans can complete key transactions such as renewing a driver license or ID card, updating vehicle registration, completing most steps required for REAL ID, and securely transferring vehicle titles, empowering residents with fast, digital-first access to services. The integrated identity and authentication component further enhances the experience by verifying digital identities once, enabling citizens to seamlessly access a broad range of government services without managing separate logins across multiple systems.
