Michael Baker proudly served as the owner’s representative for the Carolina Connector Intermodal Rail Terminal Project in Rocky Mount, North Carolina—a transformative development spanning approximately 325 acres. This cutting-edge terminal integrated essential infrastructure, including erosion and sediment control, track construction, crane rail systems, drainage improvements, advanced pavement solutions, electrical and communications enhancements, water line improvements and compressed air systems with three new facility buildings for administration, operations and maintenance.

Designed for efficiency and innovation, the new facility accommodates 264,000 annual lifts, leveraging electric, rail-mounted wide-span cranes and shuttle carriers. The site seamlessly combined support tracks for block switching with process tracks for intermodal container transfers between trains and trucks. To ensure smooth terminal operations, the team delivers critical infrastructure, including railcar and chassis maintenance.

During preconstruction, Michael Baker acted as the client’s trusted project manager, conducting constructability reviews, design development support, value engineering assessments, permit acquisition, schedule and cost estimation analyses to drive efficiency and precision.

As the project transitioned into construction, Michael Baker continued in the role of project manager, upholding rigorous safety standards, attending progress meetings, verifying field compliance with approved drawings, and overseeing on-site project documentation. The team actively monitored databases to streamline the review process for RFIs, submittals, testing reports and other essential documents.

To enhance quality assurance, the client enlisted an additional inspector dedicated solely to overseeing the construction of the three buildings—an initiative designed to mitigate challenges encountered during initial construction. Michael Baker remained proactive, regularly meeting with contractors to address quality concerns and ensure accurate construction moving forward.
