Established after the 9/11 terror attacks, the Jersey City/Newark Urban Area Security Initiative (UASI) protects one of New Jersey’s most densely populated regions. Tidal Basin, a Michael Baker International Company, partnered with UASI to help participating jurisdictions address security gaps, increase interagency coordination, and strengthen critical infrastructure protection to prevent, protect against, respond to and recover from threats or acts of terrorism.
Mass Casualty Incident (MCI) Training – We developed an eight-part video series supporting Morris County’s “15 ’til 50 Plan,” preparing hospitals to receive a surge of more than 50 patients within 15 minutes of an MCI. Our team was on-site to film a live exercise walk-through of the plan for training purposes, from preparation and first response through to demobilization. We integrated that footage into step-by-step modules to educate hospital staff on the entire process.
Suspicious Activity Awareness Training – Working closely with the UASI, local police and FBI, Tidal Basin developed a series of videos to improve recognition and reporting of terrorism-related threats across sectors such as lodging, retail, utilities, houses of worship and higher education. The videos enhance preparedness, improve information sharing, and serve as a tool the client can deploy across training, outreach and awareness campaigns to advance public safety.
Program Overview – Tidal Basin created a comprehensive video highlighting the UASI’s mission, history, partnerships and regional impact. Our team spent three days observing and filming red teaming exercises in Bayonne, New Jersey’s “Bunker,” a warehouse-sized facility established to simulate emergency events with full size subway cars, tunnels, buses and hazmat situations. Police, SWAT, firefighters, EMS, Metro Urban Search and Rescue (MUSAR), and other first responders trained side by side, executing coordinated tactical operations with specialized equipment. By integrating marketing and creative production directly within our emergency management consulting practice, we ensure messaging is operationally accurate and aligned with real-world preparedness requirements.
