She has supported private sector clients such as Intel and Microsoft, municipal and state water and transportation agencies and Department of Defense (DoD) clients, including the United States Army Corps of Engineers (USACE) and the Naval Facilities Engineering Command (NAVFAC).

Prior to joining Michael Baker, Ms. Howard held business management, technology development and partnership engagement roles at Jacobs, most recently serving as Director ICS Cybersecurity, Federal and Environmental Solutions. She also held private sector roles with PGE, LTK Engineering Services, the University of New Mexico and Intel Corporation, where she was Intel’s first External Connectivity Security Services Technology Manager. Ms. Howard served six years in the U.S. Air Force in Cryptography and Telecommunication capacities.

Ms. Howard holds a Master of Science degree in Telecommunications Engineering and Cybersecurity from the University of Colorado at Boulder, and a Certified Information Systems Security Professional (CISSP) certification and Bachelor of Science degree in Information Systems Quantitative Analysis from Portland State University.

In her new role, Ms. Compitello will leverage more than 15 years of experience in the urban planning industry, as well as building community-oriented systems through public engagement, visual storytelling and smart policy, to enhance digital equity and inclusion in the Broadband industry.

Prior to being promoted to National Broadband Digital Equity Director, Ms. Compitello served as a Senior Urban Designer and Planning Associate at Michael Baker. As lead Broadband Planner for the Connectivity Roadmap for Southwestern Pennsylvania, she helped to innovate Michael Baker’s unique approach toward digital connectivity solutions through a multidisciplinary collaboration of infrastructure planning, smart data tracking and management, engineering applications and community advocacy. She also served as an Urban Design Fellow and Senior Urban Designer for Urban Design Associates.

She holds a Bachelor of Architecture degree from the University of Notre Dame and a Master of Arts degree in Socio-Cultural Anthropology from Columbia University.

Mr. Guerrero joined Michael Baker in 2021 with more than 30 years of experience in transportation design engineering, project delivery, construction and operations and maintenance throughout California and Texas. Most recently, Mr. Guerrero served as Department Manager – Transportation in Michael Baker’s San Antonio office, where he worked with the Texas Department of Transportation (TxDOT) on the Texas State Highway 358 Reconstruction in Nueces County, Texas, which entails the design and construction of braided ramps at the US 286 interchange.

Prior to joining Michael Baker, Mr. Guerrero was a Senior Construction Manager at Civil Engineering Consultants (CEC). Earlier in his career, he served as the Assistant City Engineer for the City of San Antonio Capital Program. He was also a Federal Programs Engineer for TxDOT and a Senior Transportation Engineer for the California Department of Transportation. He is a member of the American Council of Engineering Companies (ACEC), American Public Works Association (APWA), National Society of Professional Engineers (NSPE) and the Associated General Contractors of America (AGC). Mr. Guerrero earned his Bachelor of Science degree in Civil Engineering from Texas A&M University.

Mr. Weeks brings nearly 25 years of industry experience to his new position, including the last seven with Michael Baker. He has a proven track record of assessing and managing aquatic resources in both freshwater and marine ecosystems and leading numerous projects related to environmental compliance, transportation planning, coastal planning and management of coastal restoration. Most recently, Mr. Weeks served as Department Manager – Environmental in the firm’s Austin/Round Rock, where he managed roadway, rail, flood control and reservoir projects, and led the environmental team.

Prior to joining Michael Baker in 2015, Mr. Weeks was a Coastal Project Manager for the Texas General Land Office. Earlier in his career, he was a Senior Scientist at Atkins North America and a Coastal Conservation Biologist for the Texas Parks and Wildlife Department. Mr. Weeks is a member of the American Shore and Beach Preservation Association (ASBPA) and Central Texas Association of Environmental Professionals (CTAEP). He holds a Bachelor of Science degree in Marine and Freshwater Biology from the University of Texas.

PITTSBURGH (June 20, 2022) – Michael Baker International, a global leader in engineering, planning and consulting services, announced today that the firm has been selected as part of the design-build team delivering a new F-35B aircraft maintenance hangar at Marine Corps Air Station (MCAS) Cherry Point, North Carolina. The firm is serving as a subconsultant to Walsh Federal LLC and the project marks the team’s second F-35 maintenance hangar project at the installation. This project includes the design and construction of a two-story low-rise two squadron module Type 1 maintenance hangar for the F-35B Lightning II aircraft, including a high bay space, crew and equipment space and administrative space. Michael Baker will provide design services through April 2023 and construction administration support through 2025.

“Michael Baker has a legacy of service to the U.S. federal government dating back to 1940 and our work on this project, in conjunction with our partners at Walsh Federal LLC, represents our latest effort in supporting the U.S. military’s stateside and global missions,” said John Alberghini, P.E., National Market Lead – Navy at Michael Baker International. “With the addition of this aircraft maintenance hangar to the installation, MCAS Cherry Point continues their progress in transitioning to the 5th generation capability F-35B Lightning II aircraft and securing U.S. air supremacy moving into the coming decades.” 

The hangar’s special design and construction features will include aircraft maintenance workstations, hangar workstation kiosks, alarm systems, communication connections at aircraft parking locations, seismic construction, hazardous material storage areas, explosive material storage areas, sound attenuation and vaults. The project also will also include taxiway remarking and the renovation of existing aircraft parking aprons to provide electrical grounding, workstation kiosks and sunshades. Other primary facilities will include an aircraft parking apron and cybersecurity features, and the project will also include a parking structure for approximately 1,700 vehicles.

Michael Baker’s services for this design-build project include design management and execution of interior design, structural, mechanical/plumbing, and electrical engineering; telecommunication and security system design; fire protection engineering and life safety analysis; sustainability; cybersecurity and anti-terrorism/force protection compliance; as well as site/civil and landscape architecture. The project complies with UFC 1-200-02 High Performance and Sustainable Building Requirements with third-party certification for GBCI Guiding Principles Assessment.

John Tanner, P.E., has been named Vice President and Director of Land Development. He will lead the Temecula team’s growth and client engagement efforts while collaborating closely with colleagues across the Inland Empire and Western Region.

PITTSBURGH (May 18, 2022) – Michael Baker International, a global leader in engineering, planning and consulting services, today announced that the firm has been selected to support the U.S. Federal Communication Commission’s (FCC) rebuild of the National Broadband Map. Specifically, Michael Baker will support the FCC Broadband Serviceable Location Fabric (BSLF) project as a subconsultant to CostQuest Associates (CQA).  Under Michael Baker’s Consulting and Technology Solutions (CTS) vertical, the firm will partner with CQA to support, extend and enhance the BSLF as part of the Broadband DATA Act of 2020.

The project’s goal is to map all broadband serviceable locations nationwide and will be used to match broadband provider submissions of service availability, and associated technology attributes, to build more granular broadband location maps. The project will assist with the collection of more accurate data and unify geocoding across the broadband industry.

These staff updates support the company’s goal of maximizing its portfolio and capabilities in Federal markets.  Benjamin Matthews, P.E., has joined Michael Baker as National Market Lead – Federal Civilian Programs and promotions from within the firm include Angela Nocera, P.E., to National Market Lead – Army, Jade Rung, P.E., PMP, to National Market Lead – Federal Agencies and Kevin Owens to National Market Lead – Federal Agencies.

  • As National Market Lead – Federal Civilian Programs, Mr. Matthews will manage client relationships for more than 30 Federal Civilian agencies and partner across the organization to develop both tactical plans and strategic positioning for key Federal Civilian opportunities. He will collaborate closely with Operations teams to ensure client satisfaction around key cost, schedule and quality measures and build teaming arrangements to address each client’s unique challenges. Mr. Matthews is a Fellow and National Board of Direction member of the Society of American Military Engineers (SAME). He holds a Master of Science degree in Construction Management from the University of Texas at Austin and a Bachelor of Science degree in Civil Engineering from the U.S. Air Force Academy.
  • In her new role as National Market Lead – Army, Ms. Nocera will focus on managing the firm’s projects with the U.S. Army, including strategy, business development and client relationships, to ensure successful capture, project execution and growth of the Army program. She brings 16 years of experience providing environmental and civil engineering consulting services to U.S. Department of Defense (DoD) agencies to her new role. She joined Michael Baker in 2017 and has helped grow the firm’s Federal portfolio through capture and execution of Design-Build projects and AE Services task orders with U.S. Army Corp of Engineers (USACE) Mobile District, Naval Facilities Engineering Systems Command (NAVFAC) Southeast and U.S. Air Force (USAF). She holds a Master of Science degree from Purdue University and a Bachelor of Science degree from the University of South Alabama.
  • Mr. Rung, National Market Lead – Federal Agencies, joined Michael Baker in 2021 and brings more than 27 years of experience in the delivery of commercial building and heavy civil infrastructure projects. With experience in capital acquisition, planning, design, construction and program management, his new role will leverage his previous business development experience to help identify and capture Federal Civilian (non-DoD) opportunities, including those with the U.S. General Services Administration (GSA), Department of Transportation (DOT) and National Aeronautics and Space Administration (NASA). He Holds a Bachelor of Science Degree in Civil Engineering – Structural from Louisiana State University.
  • In Mr. Owens’ new role as National Market Lead – Federal Agencies, he will work with Regional and Office leadership to capture and pursue opportunities with the U.S. Department of Energy (DOE), Department of State and Cost Engineering. He joined Michael Baker in 2016 and has nearly 20 years of experience providing program/project management to U.S. DoD and DOE. He is also a Lieutenant Colonel in the U.S. Army serving as a Nuclear Operations Officer for the Defense Threat Reduction Agency. Mr. Owens holds a Bachelor of Arts degree in Political Science/Economics from Auburn University.

SANTA ANA, Calif.  (April 19, 2022) – Michael Baker International, a global leader in engineering, planning and consulting services, announced today that Malcolm Dougherty, P.E., has been named Senior Vice President and Regional Director for the firm’s newly formed Western Region. As the firm Reimagines Michael Baker to better position the company for accelerated growth and to broaden its capabilities, services and solutions over the next five years to execute its vision of evolving to become a full-service engineering and consulting firm, it is uniting its former West and Mountain Regions to form the Western Region. As Western Regional Director, Mr. Dougherty will lead more than 800 employees and be responsible for overseeing all engineering, business and financial operations for 21 offices across eight states:  Alaska, Arizona, California, Colorado, Idaho, Nevada, Utah and Washington. He continues to report to Kent Zinn, President, Infrastructure, at Michael Baker International and is based out of Michael Baker’s Santa Ana, California, office.

The firm’s strategic decision to form the Western Region provides much greater opportunity for collaboration and growth across its core practices, Federal Services and the Design-Build sectors. The new Western Region will allow Michael Baker to further leverage four of its Federal Centers of Excellence (Idaho Falls, Salt Lake City, Phoenix and San Diego), as well as the region’s significant Design-Build delivery expertise. This includes award-winning work on I-15 in Salt Lake City, Utah, as well as the firm’s role as lead designer for the I-10 Corridor Express Lanes Design-Build project in San Bernardino County, California, among others.

Mr. Dougherty joined Michael Baker in 2018 as the National Practice Lead for Transportation. In this role, he drove the strategic direction, growth and performance of the practice and led an integrated team of regional transportation and management professionals in all aspects of transportation. He was promoted to National Practice Executive in 2020, overseeing the strategic direction for the company’s national practices, and in 2021 assumed the position of West Regional Director.

Prior to joining Michael Baker, Mr. Dougherty spent 26 years in progressive leadership roles with Caltrans, culminating in the position of Director. In this role, he was responsible for the maintenance and operations of more than 50,000 lane miles of roadway in the State Highway System and the delivery of an $11.4 billion construction portfolio. He also had overall fiscal responsibility for the Department’s budget of more than $10 billion and 20,000 employees.

Prior to his appointment to Director, Mr. Dougherty served as Chief Deputy Director and Chief Engineer at Caltrans, where he honed his leadership skills by advising the Department Director on all aspects of policy and operations. He represented the department at meetings and hearings and with the executive team on administrative priorities related to the state transportation system.

Mr. Dougherty holds numerous affiliations and certifications, including: member of the Board of Directors for the Intelligent Transportation Society (ITS) of America, member of the American Society of Civil Engineers (ASCE), as well as past positions such as Chair of the Transportation Research Board’s (TRB) Executive Committee, Chair of the American Association of State Highway and Transportation Officials (AASHTO) Committee on Construction, Chair of the Toll Bridge Program Oversight Committee, AASHTO Board of Directors, President of the Western Association of State Highway and Transportation Officials (WASHTO) and past member of the California Public Works Board.

Mr. Dougherty earned a Bachelor of Science degree in Civil Engineering from Rutgers University in New Brunswick, New Jersey, and is a licensed Professional Engineer in California.
