Earlier in his career, he served in leadership roles with HDR and Jacobs.

An active industry leader, Mr. Shannon regularly contributes to publications and forums on topics including water strategy, emerging technologies, and infrastructure innovation. He is active with organizations such as the American Water Works Association and has served on multiple industry and community boards. He holds Bachelor of Arts degrees in Economics and International Political Economy from the University of Puget Sound.

He will drive integrated planning solutions by coordinating closely with airfield designers, engineers, and technical specialists to develop actionable alternatives, manage scopes, schedules, and budgets and deliver high‑quality outcomes for diverse airport clients. Earlier in his career, Mr. Duguay was a Noise and Environmental Manager for DeKalb Peachtree Airport, one of the nation’s busiest general aviation airports, and worked in Airport Management for Gwinnett County Government. He earned his Private Pilot Certificate and Part 107 sUAS Remote Pilot Certificate and has committed his entire career to the airport profession. 

Mr. Duguay holds a Bachelor of Science degree in Aviation Management from Auburn University.

Earlier in his career, Mr. Hunter was Bridge Department Manager and Project Engineer for various consulting firms.

Mr. Hunter has held leadership roles with several industry groups, including MAASTO, where he was Chair of the Chief Engineers Committee, and AASHTO, where he was a Voting Member on the Council on Highways and Streets. Craig, President of Michael Baker International and Founder and Chief Executive Officer of Tidal Basin Group, has been appointed by Governor Ron DeSantis to serve on the Board of Directors of the Florida Development Finance Corporation (FDFC). The appointment is subject to confirmation by the Florida Senate.

The Florida Development Finance Corporation is a statewide development financing authority governed by a Board of Directors appointed by the Executive Office of the Governor. FDFC supports economic development across Florida through financing programs, including private activity bonds, 501(c)(3) financing, manufacturing, renewable energy, taxable bonds, project financing and Commercial PACE.

Mr. Craig has more than 27 years of experience in disaster recovery and emergency management, with a career spanning senior federal leadership, state advisory roles and private-sector program delivery. His experience includes serving as senior advisor to the Governor of Hawaiʻi following the Maui wildfires, overseeing support for Florida’s first state-led non-congregate sheltering and home-repair programs following Hurricane Ian, directing FEMA Housing Inspection Services during peak disaster years and leading major recovery and housing programs in Puerto Rico, including the Sheltering and Temporary Essential Power program known as “Tu Hogar Renace.”

In this role, Mr. Roberts will lead strategic growth, client engagement and project delivery across the firm’s California Transportation Practice. He will strengthen collaboration, deepen client relationships, develop talent and foster cross-discipline integration. Mr. Roberts will also drive business development, align regional resources with market demand and help shape long-term transportation strategy across highways, transit and multimodal programs, while building a high-performing, future-ready practice.

Mr. Roberts is a seasoned leader with more than 30 years of experience in transportation civil engineering design, management and project leadership, including leadership roles as Highway Practice Manager and Ontario Office Manager with Moffatt & Nichol; Highway Practice Lead and Ontario Office Manager with Mott MacDonald; and Program Director and Ontario Office Manager with Parsons Transportation Group.

Mr. Roberts holds an Associate’s degree in Mathematics from San Diego State University.

Stefano Esposito Appointed Chief Product Officer (CPO) for Michael Baker International’s GovTech Vertical

Seasoned technology executive to lead firm’s AI‑native product strategy for government modernization

PITTSBURGH (April 17, 2026)   Michael Baker International, a global leader in engineering, consulting and digital solutions, today announced that Stefano Esposito has been appointed Chief Product Officer (CPO) for Michael Baker International’s GovTech vertical. In this role, Mr. Esposito will drive product strategy, mature the firm’s development discipline and advance an AI-native approach where AI is embedded by design. He will partner closely with Michael Baker’s Chief Technology Officer (CTO) organization to connect innovation to the firm’s broader enterprise strategy.

Mr. Esposito has 35 years of entrepreneurial, management and Information Technology experience and proven success delivering enterprise software solutions in various industries including Transportation, Healthcare, Manufacturing, Mortgage and Finance. He is the co-founder of Aura Solutions, LLC, a Michael Baker International Company, a software development and IT consulting company with cross-functional industry experience, and AstreaX, a Michael Baker International Company. Through these companies, he has built a software and services business to serve customers across the U.S. providing a range of solutions including product development, outsourced software support and technical expertise.

Previously, Mr. Esposito served for six years as Global Technology Manager leading the Motor Vehicle Software & Systems business for 3M in the United States, and other countries. This 3M business was derived from an acquisition of Archon Technologies, Inc., which Mr. Esposito co-founded. Earlier in his career, Mr. Esposito was employed by a venture capital funded managed care organization where he served as Director of Information Systems. He was instrumental in developing strategic partnerships with various hardware and software companies including Microsoft. As a leading industry consultant, he spent years providing solutions to private organizations such as General Electric, IBM and First Interstate as well as to many U.S. government agencies.

Mr. Esposito holds a Bachelor of Science degree in Computer Science, with a minor in Business Administration, from Russell Sage College. He also earned associate degrees in Mathematics and Science from Hudson Valley Community College.
