The CTS vertical is focused on technology differentiation and innovation to support Michael Baker’s growth initiatives, identifying and incubating technologies and maximizing opportunities with consulting and technology-based solutions.

Geospatial Information Technology (GIT) and Geographic Information Systems (GIS): Michael Baker provides innovative and sustainable GIT solutions to public and private sector clients through the firm’s detailed understanding of business requirements, strategic planning, focused methodologies, quality control and collaborative partnerships. The team of GIS professionals, software developers and visualization specialists collaborate daily to deliver projects from the local to federal level related to broadband, transportation and water infrastructure, among others.
DATAMARK: DATAMARK, the public safety GIS team of Michael Baker, is the authority on GIS data for public safety. Its data-forward, full-service but configurable solutions provide the highest levels of public safety GIS data completeness and accuracy needed to support the requirements for any NG9-1-1 system.
Light Detection and Ranging (LiDAR) and Pavement Technologies: Michael Baker’s LiDAR solutions use remote sensing technology to collect exacting information on roadways, airports, bridges, utilities and rail/transit systems to support planning, engineering design and smart vehicle technology. Additionally, Michael Baker provides a full range of pavement engineering and management services using technology-based approaches for complete pavement data collection, assessment, design and implementation of pavement management systems.
Unmanned Aerial Systems (UAS): As one of the first in the engineering industry to receive certification from the Federal Aviation Administration to operate several types of fixed-wing and vertical take-off and landing UAS, Michael Baker continues to pioneer UAS in inspection and survey work. The firm’s UAS pilots are licensed engineers and surveyors who create orthophotos and 3D models to support engineering projects and offers services including emergency response, law enforcement, aerial inspection and mapping and agriculture and wildlife, among others.

PITTSBURGH (March 17, 2022) – Michael Baker International, a global leader in engineering, planning and consulting services, announced today that Lori Stump-Ganter has been promoted to the newly created role of Chief Financial Officer for Federal Programs and Services. In this role, Ms. Stump-Ganter will oversee all financial operations for the firm’s Federal Practice, which partners with all branches of military and government, including the Army, Air Force, Navy and Marine Corps, as well as the Department of Homeland Security, Department of State, Department of Energy, Department of the Interior, Department of Justice and the Environmental Protection Agency.

Ms. Stump-Ganter has been with Michael Baker for 23 years and most recently served as Director of Business Analytics for the firm’s Federal team. Her experience includes decades of project, operations and financial management in the engineering and construction industries, spanning both the public and private sectors. Her deep understanding of Michael Baker’s Operations and the company’s processes across the enterprise provide her with a unique perspective of how the firm’s systems work together. She has a proven track record in all aspects of business management, including business planning, budgeting, forecasting, financial analysis, strategic planning, project control, contract administration and continuous improvement.

Ms. Stump-Ganter holds a Master of Science degree in Business Administration from the University of Pittsburgh’s Katz Graduate School of Business and a Bachelor of Science degree in Management Engineering from Grove City College.

PITTSBURGH, PA (February 10, 2022) – Michael Baker International, a global leader in engineering, planning and consulting services, has been selected by the Beaver County Office of Planning and Redevelopment to support the Connect Beaver County Broadband Program under a $2.735 million program management contract. The program will span three years and connect more than 2,300 unserved residents and businesses utilizing American Rescue Plan Act (ARPA) funding.

The contract includes oversight for the planning and deployment of broadband implementation projects, public engagement, a “digital navigator” program, data collection, GIS digital mapping and telecom management services.

“Digital access and inclusion are critical needs in society today and we are proud to partner with Beaver County to lead the effort to close the digital divide for disadvantaged communities,” said Jeremy Jurick, GISP, Program Manager at Michael Baker International. “Our experience with federal, state, and local broadband programs, combined with our engineering and telecom expertise, uniquely position us to provide innovative broadband solutions that connect people and communities to the world.”

This new contract builds upon the foundation set by Michael Baker’s Broadband Data Collection initiative, completed in 2021 that utilized advanced Geographic Information Systems (GIS) mapping and public engagement to ensure the accurate identification of unserved broadband locations. Using a custom connectivity planning toolkit, including a Broadband Atlas, Field Validator and Public Survey with associated speed tests, the Michael Baker team provided Beaver County with the key data required to advance connectivity for their communities.

“Working with innovative leaders at the Beaver County Office of Planning and Redevelopment has made this program possible,” Jurick said. “Work began more than two years ago, in coordination with local county government officials and state representatives, to begin the initial data collection effort which positioned the County to advance the broadband program to benefit communities across Beaver County, Pennsylvania.”

SAN DIEGO (February 3, 2022) – Michael Baker International, a global leader in engineering, planning and consulting services, announced today the award of Military Construction project P-1904 Michelson Lab Complex for the Naval Facilities Engineering Systems Command (NAVFAC Southwest), as lead Designer of Record, located at Naval Air Weapons Station China Lake, California. NAVFAC Southwest awarded the contract for design and construction services for P-1904 and Repair of Wings 6 &7 to Design-Build partner, RQ Construction LLC with plans to start construction March of 2022.

The Michelson Laboratory Complex houses Research, Development, Testing and Evaluation (RDT&E) assets for the Department of the Navy, which is integral to the development of weapons systems. The project includes design and construction of three new buildings to provide a state-of-the-art chemical laboratory, an environmental testing of fleet assets and developmental systems, and advanced prototype machining. The project was awarded at $218M with the anticipation of finishing in fall of 2025.

ALEXANDRIA, Va. (February 2, 2022) – Michael Baker International, a global leader in engineering, planning and consulting services, announced today that the Naval Facilities Engineering Systems Command (NAVFAC) Atlantic has selected the Baker-AECOM Environmental Compliance Joint Venture (JV) to provide Architecture and Engineering (A&E) services for its environmental compliance programs. The Baker-AECOM Environmental Compliance JV will work with the Navy, Marine Corps and additional Department of Defense (DOD) Installations, as well as Federal Agencies, to prepare studies, plans, specifications, designs, reports and cost estimates and perform all associated engineering services. Michael Baker will lead the JV, which also includes AECOM, in the execution of the five-year, $75 million maximum value indefinite delivery, indefinite quantity (IDIQ) contract.

He was also instrumental in creating strong working relationships with other governmental agencies, neighborhoods, business groups, city departments, elected officials and individual citizens as part of DPW’s focus on improving the quality of life in the City of Milwaukee.

ALEXANDRIA, Va. In this role, Mr. Leach will be responsible for providing leadership in developing, supporting and executing civil works projects for the United States Department of Defense (DoD) and other Federal agencies, expanding the firm’s services and growing the company’s entire Federal portfolio. He will be based in the firm’s Alexandria, Virginia, office.

Mr. Leach most recently served as the Deputy Assistant of the Army for Civil Works at USACE. In this role, he was responsible for the planning and review of water resource projects encompassing navigation, flood risk management and recreation across the nation. He previously served as the Chief of Military Programs Integration Division, a role in which he oversaw the execution of military, interagency and international programs and the integration of engineering, construction, real state and environmental activities in support of the DoD, Federal agencies and foreign nations. Mr. Leach has successfully delivered programs and projects across the United States, Europe, Africa and the Middle East.

Mr. Leach holds a Bachelor of Science degree in Civil and Environmental Engineering from Clarkson University in Potsdam, New York.

DALLAS (January 18, 2022) – Michael Baker International, a global leader in engineering, planning and consulting services, announced today that Jason Sipes, P.E., has joined the firm as Office Executive – Dallas. In this role, Mr. Sipes will lead a multidisciplinary team in executing client projects and expanding the firm’s business with new clients, markets and capabilities in Dallas, as well as across North Texas and the Southern Region.

“Jason brings more than 25 years of experience in alternative project delivery, including Design-Build and Public-Private Partnerships, tolling and program management in all phases of highway and bridge infrastructure projects,” said Tommy Montgomery, Southern Regional Director at Michael Baker International. “I am confident his diverse experience will help drive growth in the Dallas area and beyond as he leads our impressive team of bridge, highway, planning, aviation, water and construction services experts.”

Mr. Sipes most recently served as Senior Project Director at Atkins, where he was responsible for providing a variety of consulting services to the firm’s public and private sector toll and transportation clients, particularly in the areas of all-electronic tolling (AET), managed lanes, customer service centers and capital/operational expenditures (CAPEX and OPEX) technical analysis. He previously spent 15 years at Cintra US in various roles, including Operations Director, where he managed and provided operational and technical support for all of Cintra’s Project Development and Concession Operations in North America and Australia. He also spent six years as Chief Operating Officer of Cintra’s LBJ Infrastructure Group and three years as a Design and Construction Technical Manager.

Mr. Sipes holds a Master of Business Administration degree from the University of South Carolina and a Bachelor of Engineering degree in Construction Engineering and Management from Purdue University.
