Firm, with support from portfolio company DATAMARK Technologies, to deliver NENA, SDSFIE and USPS-compliant GIS and addressing data to enhance emergency response capabilities across CONUS locations
PITTSBURGH (December 16, 2025) – Michael Baker International, a global leader in engineering, consulting and technology services, today announced that the firm, with support from portfolio company DATAMARK Technologies, has been selected by the U.S. Army’s Product Director Base Emergency Communications System (PD BECS), Program Executive Office for Command, Control, Communications, and Network (PEO C3N) to support Public Safety Answering Point (PSAP) modernization at Continental United States (CONUS) installations by developing Next Generation 9-1-1 (NG9-1-1) Geographic Information System (GIS) and addressing data at 54 Army installations. As part of this effort, the team will collaborate closely with the U.S. Army and their Naval Information Warfare Center Atlantic support to produce road centerlines, address points and emergency service boundaries that comply with National Emergency Number Association (NENA), Spatial Data Standards for Facilities, Infrastructure and Environment (SDSFIE) and United States Postal Service (USPS) standards.

This initiative will deliver advanced NG9-1-1 GIS data and information for 9-1-1 call management and Computer-Aided Dispatch (CAD) systems designed to improve the speed, accuracy and reliability of emergency communications for military personnel and surrounding communities. Once complete, the upgraded systems and GIS data will ensure that emergency calls from landlines, mobile phones and internet-based devices are routed quickly and accurately with dispatchable location data to guide first responders, while being resilient against outages and capable of seamless coordination with other military and civilian emergency networks. By integrating GIS-based mapping, mobile applications and real-time data sharing, the project will streamline response efforts across the U.S. Army’s emergency infrastructure.
As part of this project, a combined team assembled from more than 300 GIS professionals from Michael Baker’s Geospatial Practice and DATAMARK Technologies will work together as One Michael Baker to provide local addressing program coordination with installation GIS teams, GIS data creation, data remediation, boundary facilitation and coordination with municipal PSAP and GIS departments, GIS quality control and validation and data development to support the U.S. Army’s CAD systems.
The project is a multi-year task order running through August 2030.

Mr. Stuart has performed and managed transportation planning studies and traffic engineering design services for hundreds of projects across the country. His experience includes traffic impact studies, multimodal mobility studies, highway and intersection capacity analyses, deficiency analyses, safety analyses, as well as pedestrian and bikeway safety improvement studies. He joined Michael Baker in 2006 and most recently served as a Technical Manager – Traffic. Earlier in his career, he was a transportation engineer for the City of Durham, North Carolina and was responsible for the administration and operation of the City’s signal system, as well as project planning and plan review.
Mr. Stuart is a member of the American Society of Highway Engineers and the Institute of Transportation Engineers. In 2019, he was a finalist for the Chairman’s Award, Michael Baker’s highest honor. He earned a Bachelor of Science degree in Civil Engineering from the University of Dayton.

Earlier in his career, Mr. Hill was The LPA Group’s Construction Services Manager for the Southeast Region. He was responsible for the startup of the construction services group in the southeast. He has also held roles with various firms as Program Manager, Project Manager/Estimator and Office Engineer.
Mr. Hill earned a Bachelor of Science degree in Construction Management from Louisiana State University. He is a graduate of the Leadership Cobb program sponsored by the Cobb County Chamber of Commerce, and he obtained a Certified Construction Manager designation from the Construction Management Association of America.

Ms. Gray has more than 20 years of experience in resilience planning and environmental strategy, including 15 years in various roles in Florida government, from city level to statewide agencies, with a focus on working with local governments. She joined Michael Baker in 2021 as Florida’s Statewide Resilience Program Manager. Prior to joining the company, she built the resilience program at the Florida Department of Environmental Protection, culminating with the creation of the Resilient Florida program that included a grant program which has, to date, served over $2 billion dollars in state and federal funds to Florida’s local governments. Ms. Gray also held previous resilience positions at Florida Fish and Wildlife Conservation Commission and Southwest Florida Regional Planning Council.
Ms. Gray earned a Master of Science degree in Systems Ecology and a Bachelor of Science degree in Zoology from the University of Florida. She is also a member of the Association of State Floodplain Managers and Florida Floodplain Managers Association.

His oversight of the CS team also extended to Michigan, Indiana, Wisconsin and Minnesota. He has also served as Interim Office Executive – Chicago since June 2025. He has 18 years of experience in the engineering industry and has worked throughout the Midwest, Canada and Saudi Arabia, most recently as Vice President of Construction Services for Interra, Inc. Earlier in his career, he held positions of increasing responsibility at Hampton, Lenzini and Renwick, Inc. (HLR) and V3 Companies.
As an industry leader, Mr. Rodseth is actively involved with the Illinois Road & Transportation Builders Association, American Council of Engineering Companies and American Public Works Association’s Suburban Branch, where he serves as President. In this role, Dr. Kelly will lead the company’s initiatives around succession planning, career pathing, performance and employee experience. She will enhance the firm’s resources and frameworks to grow and advance careers with Michael Baker through well-structured talent reviews and succession planning practices that enable the continuous evolution of its workforce at all levels of the organization. Additionally, she will lead Michael Baker’s Culture and Belonging team and foster an inclusive and engaging employee experience focused on boosting retention and promoting a culture of recognition and continuous feedback to fuel the leadership pipeline.

Dr. Kelly joins Michael Baker from MN8 Energy (formerly part of Goldman Sachs), where she was Global Head of Talent Management & Development. In that role, she built a comprehensive talent infrastructure, integrating cutting-edge AI tools and modern employee engagement strategies to transform performance management, learning, onboarding and leadership development programs.
Earlier in her career, she founded and was Principal at HR-ish, an organizational strategy consultancy. She also held leadership roles including Vice President of Organizational Development at imre, a creative services firm, and Senior Consultant, Talent & Organization, at Deloitte. In addition, she was a Visiting Scholar and Lecturer at Johns Hopkins University.
Dr. Kelly holds a Ph.D. in Organizational Behavior and Psychology from The State University of New York (SUNY) at Buffalo, a Master of Arts degree in Organizational Behavior from SUNY Brockport, and a Bachelor of Science degree in Communication from SUNY Fredonia.

As the head of the firm’s Design Technology team, Mr. Bartorelli will accelerate the adoption of advanced technologies that redefine how client solutions are planned, designed and delivered. He will shape and execute an enterprise-wide design technology strategy that connects digital tools and workflows with business goals to boost efficiency, reduce risk and deliver measurable value across Michael Baker’s practices.
Additionally, Mr. Bartorelli will further strengthen partnerships with internal leaders and strategic technology providers to position Michael Baker at the forefront of digital innovation in the AEC industry. He will champion a collaborative culture of innovation and continuous improvement, mentoring and empowering colleagues while guiding the development of client-focused products and services that support Michael Baker’s scalable growth and long-term success.

Throughout his career in the geospatial industry, Mr. Bartorelli has led initiatives across business management, photogrammetry, digital mapping and remote sensing, ground and airborne LiDAR, GPS, sUAS and drone technology, enterprise asset management and geographic information systems. He joined Michael Baker in 2023 as National Geospatial Business Development Director, where he collaborated with Operations leaders and staff from across regions and offices to implement an enterprise approach to business development for the firm’s innovative and sustainable geospatial services. Notably, he has led national initiatives in Digital Twin technology and geospatial modernization, aligning advanced design tools with strategic business objectives. Most recently, he played a key role in helping secure two Digital Twin pilot projects for private clients, expanding how Michael Baker applies this technology to deliver smarter, more impactful outcomes. Before joining Michael Baker, he founded and led Vertical Mapping Resources for nearly two decades and served as Director of Geospatial for Psomas.
Mr. Bartorelli earned a Bachelor of Science degree in Computer Information Systems from the University of Nevada, Reno. He is a Certified Photogrammetrist, Certified GIS Professional and Certified Scrum Master. He was recently appointed to the Transportation Research Board (TRB) Standing Committee on Geospatial Methods and Technologies (AKL19).
