He joins Michael Baker from Parsons Corporation, where he was Vice President and Colorado/Utah Mobility Solutions Manager. Mr. Marcello holds a Bachelor of Science degree in Civil Engineering from Colorado State University. In this role, he oversaw a diverse array of water resources projects and pursuits for federal, state and municipal clients.
Mr. Bagha earned a Bachelor of Engineering degree from the National Institute of Technology in Nagpur, India, and a Master of Engineering degree from the State University of New York at Buffalo. He served for four years on the Texas Floodplain Management Association (TFMA) Board of Directors for Region 8, which includes 15 counties along the Gulf Coast and Harris County, Texas.

Before joining Michael Baker, Ms. Kibriya held roles as a Policy and Environmental Planner and Associate Vice President – Environmental Planning at AECOM.
Ms. Kibriya earned a Master of Urban and Regional Planning degree, as well as Bachelor of Arts degrees in Economics and Sociology, from the University of California, Irvine.

Mr. Beck has extensive experience in environmental planning, due diligence, regulatory permitting, ecosystem restoration and nature-based solutions. He joined Michael Baker in 2001 and has continually advanced through leadership roles. Most recently, he served as Practice Executive of the firm’s Western Region Planning, Survey and Land Development services, leading numerous public and private sector projects across the Southwestern U.S.
Mr. Beck holds a Bachelor of Arts degree in Environmental Studies/Ecological Restoration from the University of California, Santa Cruz. He currently serves as President of the Western Chapter of the Society of Wetland Scientists.

PITTSBURGH (May 13, 2025) – Michael Baker International, a global leader in engineering, consulting and advisory services, today announced that the firm has promoted Scott Thornsberry, P.E., to Office Executive – Little Rock. In this role, Mr. Thornsberry will lead the office by overseeing its daily operations, deepening client and industry engagement, driving new business development, expanding services, elevating project execution and fostering a culture of continuous learning and collaboration.

Mr. Thornsberry has 29 years of industry experience leading project management, design, and quality assurance/quality control (QA/QC) for transportation projects in Arkansas, including many years designing and managing projects for the Arkansas Department of Transportation (ARDOT). During his 12 years with Michael Baker as Department Manager – Transportation, he has overseen the successful delivery of over 60 projects for ARDOT, including design services for highway interchanges, signalized intersections, roadway widening, pavement preservation, bridge preservation, bridge retrofits, bridge inspection and bridge replacements. He also has experience with DOTs in Texas and Georgia. Earlier in his career, Mr. Thornsberry spent 17 years with Garver as a Project Manager and several years with the Austin Engineering Company as a Testing Technician.
Mr. Thornsberry is an active member of the Women’s Transportation Seminar (WTS) and The Little Rock Engineer’s Club. He also serves on the American Council of Engineering Companies (ACEC)/ARDOT Liaison Committee. He earned a Bachelor of Science degree in Civil Engineering from the University of Texas at Austin.
