Michael Baker International Selected by Pittsburgh Water to Provide Construction Management and Inspection Services for Water Reliability Plan’s Historic ABC Project
PITTSBURGH (May 7, 2025) – Michael Baker International, a global leader in engineering, consulting and advisory services, today announced that the firm has been selected by Pittsburgh Water to provide Construction Management and Inspection (CMCI) Services for the ABC (Aspinwall, Bruecken, Clearwell) Project. This effort will include substantial renovations to the Aspinwall Pump Station, the complete replacement of the Bruecken Pump Station and an in-ground pipeline bypass of the Clearwell at the Water Treatment Plant. The $193 million ABC Project will be completed as part of the Water Reliability Plan, a series of multi-generational projects that will modernize the water distribution system throughout Pittsburgh, Pennsylvania, and provide customers with more secure and reliable water services. Work will begin in August 2025 and continue through 2029.

As the largest component of the Water Reliability Plan, the ABC Project will allow for the future replacement of the 100-year-old Clearwell structure. This project is a critical component to enhance water safety and reliability for Pittsburgh residents, reduce service disruptions and succeed in upgrading essential water infrastructure.
The Aspinwall Pump Station Renovations will introduce four new pumping units, replace the existing fluoride chemical feed building and implement electrical upgrades, in addition to building renovations to the historic building.
The Bruecken Pump Station Replacement will involve constructing a new pump station adjacent to the current facility. This new station will house six pumps, receive electrical upgrades and include a new electrical substation. The existing station is planned for future repurposing.
The Clearwell Bypass will establish a large-diameter, in-ground piping system bypassing the 44-million-gallon Clearwell. This system will allow filtered water from the Pittsburgh Water Treatment Plant Filter Building to flow directly to the Aspinwall and Bruecken Pump Stations. Additionally, an overflow structure equipped with de-chlorination equipment will be constructed.

Charleston County Public Works maintains a Pavement Management System that collects, analyzes and sorts data for all roads in its network. The resulting overall condition index is used to identify streets most in need of repair and to develop multi-year paving and preservation plans. This initiative reflects the thorough evaluations conducted by the County to assess pavement distress and defects.

Mr. Hubbard spent nearly 20 years with large firms in the engineering industry, first as Senior Vice President and Marketing Director for HOK Houston and then as Division Vice President for Jacobs Global Buildings. His recent experience includes working as a Consultant for Thrive Creative Strategies and serving in a management role for privately held business interests in real estate, oil and gas. Her projects have included utilities, industrial, commercial, retail and large housing developments throughout Southern California. Before joining Michael Baker as a Project Manager, Ms. Tyler spent 20 years as a Project Manager and Senior Project Engineer with O’Day Consultants, as well as a Project Engineer with other firms.

Mr. Gies joins Michael Baker from MasTec Clean Energy & Infrastructure, where he served as Regional Safety Director for Infrastructure Southeast & General Building. He oversaw safety for projects such as data centers, mining, bridges and highways. Earlier in his tenure with MasTec, he also focused on power delivery projects. Throughout his career, which also includes senior management roles with the William Charles Construction Company, Aldridge Electric and CB&I, Mr. Gies has led safety initiatives in the engineering and construction industry that spanned the U.S. and included all aspects of managing and implementing safety requirements for in-house teams and subcontractor partners.
Mr. Gies earned a Master of Business Administration degree from Louisiana State University and a Bachelor of Science degree in Safety and Environmental Health from Slippery Rock University. He is a Certified Safety Professional (C.S.P.) and a Construction Risk Insurance Specialist (CRIS).

Michael Baker International Selected by Maryland Transportation Authority to Provide Construction Management and Inspection Services for the Francis Scott Key Bridge Reconstruction
PITTSBURGH (March 6, 2025) – Michael Baker International, a global leader in engineering, planning and consulting services, today announced that the firm has been selected by the Maryland Transportation Authority (MDTA) to provide construction management and inspection (CMI) services for the Francis Scott Key Bridge Reconstruction. As part of a joint venture (JV) with STV, Michael Baker will support the Progressive Design-Build (PDB) project through all phases of construction. The project involves the replacement of the approximately 2.3-mile-long Francis Scott Key Bridge, which carries Interstate 695 (I-695) over the Patapsco River between Baltimore County and Anne Arundel County, Maryland.

The new Francis Scott Key Bridge will provide a safe crossing for vehicles and will be Maryland’s first highway cable-stayed bridge, constructed according to the most advanced industry standards and best infrastructure design practices. The bridge will be designed to meet the current industry standards for new bridges over navigable water.
As part of its CMI services, the Michael Baker and STV JV will serve as MDTA’s construction representative for the Francis Scott Key Bridge Reconstruction. The team will provide maintenance of traffic, constructability reviews, detailed inspections throughout construction and scheduling and materials testing, among other activities. The JV will ensure that the project is completed to the highest quality standards throughout construction and that the project meets the needs and expectations of the permits, as well as the design.

Michael Baker International Promotes Al Bowman, P.E., S.E., to Office Executive for Georgia/Tennessee Operations
PITTSBURGH (February 20, 2025) – Michael Baker International, a global leader in engineering, planning and consulting services, today announced that Al Bowman, P.E., S.E., has been promoted to Office Executive for Georgia/Tennessee operations. In this role, Mr. Bowman will lead the firm’s Peachtree Corners (Atlanta), Georgia, and Brentwood (Nashville), Tennessee, offices. He will support the offices’ development and expand their work with new markets and clients.

Mr. Bowman has 37 years of industry experience, which includes project management, design of transportation structures, roadway design and construction engineering inspection. He joined Michael Baker in 1999 and most recently served as Office Manager for Michael Baker’s Peachtree Corners (Atlanta) location, where he also led Surface Transportation Design for Georgia. Prior to joining Michael Baker, Mr. Bowman was a Structural Engineer at Moreland Altobelli Associates and a Construction Engineer at HNTB.
Throughout his career, Mr. Bowman has served on numerous transportation-related committees of the American Council of Engineering Companies of Georgia (ACEC/Georgia), culminating with an eight-year term on the overarching Steering Committee, as well as 24 years of active membership with the American Society of Highway Engineers (ASHE). He earned a Bachelor of Science degree in Civil Engineering from Clemson University.
