Michael Baker International Announces Pair of Promotions within Southern Region Aviation Practice

PITTSBURGH (February 19, 2025) – Michael Baker International, a global leader in engineering, planning and consulting services, today announced a pair of promotions in the firm’s Southern Region Aviation Practice. Quintin Watkins, P.E., has been named Southern Regional Practice Lead – Aviation. In this role, Mr. Watkins will leverage his expertise on complex airfield improvement projects to support Michael Baker’s growth in aviation by engaging with key clients, ensuring successful project delivery and identifying new markets, strategic opportunities and teaming partners. Additionally, Mark Kistler, P.E., has been named Technical Manager – Aviation. In this newly created position, Mr. Kistler will lead the expansion of the firm’s aviation presence in the Florida and the Caribbean markets, as well as nationally.

Mr. Watkins has more than 30 years of industry experience and has spent the last 14 years with Michael Baker. He most recently served as the Office Executive for the firm’s Peachtree Corners (Atlanta), Georgia, and Brentwood (Nashville), Tennessee, locations. Prior to joining Michael Baker, he was the Airside Program Manager with the Hartsfield-Jackson Atlanta International Airport (H-JAIA) for four years and held positions with other engineering consulting firms.

Mr. Watkins holds a Master of Science degree in Civil Engineering from the University of Arkansas at Fayetteville and a Bachelor of Science degree in Civil Engineering from the Georgia Institute of Technology.

Mr. Kistler has been with Michael Baker International for 32 years and previously served in roles of increasing responsibility, including Regional Practice Lead -Aviation and Specialty Practice Leader. He has been key to the company’s recent successes in Florida that added three of the state’s five largest airports (Tampa, Orlando and Fort Myers) to Michael Baker’s client roster over the last two years. Mr. Kistler has also assisted with pursuits that won work in California, Utah, Texas and Alaska.

Mr. Kistler earned a Master of Science degree in Civil Engineering/Transportation Engineering and a Bachelor of Science degree in Civil Engineering from Clemson University.

Michael Baker International Promotes William Hoose, AICP, to Western Regional Practice Lead – Environmental

PITTSBURGH (February 6, 2025) – Michael Baker International, a global leader in engineering, planning and consulting services, today announced that William Hoose, AICP, has been promoted to Western Regional Practice Lead  – Environmental. In this role, Mr. Hoose will drive the growth of Michael Baker’s Environmental practice in the Western Region, which includes 25 offices across nine states – Alaska, Arizona, California, Colorado Idaho, Montana, Nevada, Utah and Washington. His responsibilities will include supporting core clients, identifying new market opportunities, leading strategic pursuits and engaging teaming partners. Mr. Hoose’s focus areas will encompass client and industry engagement, business development, leadership in project capture strategy, regional operational coordination, technical resource planning support, quality control and financial performance of environmental and/or environmental-heavy multidisciplinary projects.

He has played a key role in establishing and growing Michael Baker’s Planning practice in Los Angeles, while also expanding its work with the Los Angeles Department of Water and Power, Los Angeles Department of City Planning and California State University, among many others.

Previously, Mr. Hoose was AECOM’s Associate Vice President of Operations and Impact Assessment and Permitting (IAP) Department Manager for the Los Angeles Metro Plus Region, which consists of approximately 100 employees in seven offices who deliver services including environmental planning (CEQA/NEPA), natural resources, cultural resources, noise and vibration, air quality and GHG, GIS and landscape architecture. Earlier in his career, he served as Program Manager, California Planning & Environmental Services, at Golder Associates, and in various senior Project Manager and Planning positions for PBS&J/Atkins, URS Corporation and A.A. Webb Associates., as well as operated his own planning and consulting firm for several years.

Mr. Hoose holds a Bachelor of Science degree in Urban and Regional Planning from California State Polytechnic University, Pomona. He is an American Planning Association (APA) certified planner and has served as a former APA California Chapter Executive Committee and Board Member.

Earlier in his career, Mr. Ghougassian served as Project Controls Engineer at Bechtel, providing construction project controls (Design, Engineering, Cost/Schedule/Estimating & Performance) for the $4B Blue Grass Chemical Weapons Demilitarization Plant.

Mr. Ghougassian earned a Master of Construction Management degree and a Bachelor of Science degree in Construction Management from NewSchool of Architecture and Design. He is in the process of earning his Certified Construction Manager (CCM) from the Construction Management Association of America.

Ms. Quinn is a published author in the field of clinical and neuropsychology.

Michael Baker International Welcomes Sharif Abou-Sabh, P.E., as Northeast Director of Program Management

Prior to joining Michael Baker, Mr. Abou-Sabh served as Senior Vice President and National Transportation Program Management Practice Leader for the Bowman Consulting Group. Previously, he was Program Manager at HNTB for the $12B Valley Transportation Authority BART project in San Jose, California, and Senior Director/General Engineering Consultant for the New Jersey Turnpike Authority.

Mr. Abou-Sabh has successfully led, directed and mentored Program Management teams of all sizes such as at the $3B Chicago Transit Authority Capital Improvement Project (CIP) and the $7.4B Illinois Tollway CIP. He was also the Program Manager for the $3.6B CREATE program, a public-private partnership between the U.S. Department of Transportation, Illinois Department of Transportation, Chicago Department of Transportation, Metra, Amtrak and the nation’s freight railroads. The program was developed to invest in critically needed rail infrastructure improvements in the Chicago area and to increase the efficiency of freight and passenger rail service throughout the region.

Mr. Miller has more than 20 years of experience focusing on financial analysis, compensation and benefits programs across a number of industries. Prior to joining Michael Baker, he spent six years as Global Director of Corporate Benefits with Audia Group, a global company and industry leader in plastics compounding.

Mr. Miller earned a Master of Business Administration degree from Washington University’s Olin School of Business and a Bachelor of Science degree in Civil and Environmental Engineering from the University of Pittsburgh.

Michael Baker International Selected by the Coachella Valley Association of Governments to Provide Updated Pavement Condition Assessment

PITTSBURGH (DATE, 2024) – Michael Baker International, a global leader in engineering, planning and consulting services, today announced that the Coachella Valley Association of Governments (CVAG) has selected the firm to provide an updated pavement condition assessment. As part of the CVAG Regional Pavement Management Program Update project, Michael Baker will provide network-level pavement condition data collection services and update CVAG’s multi-year regional pavement management plan.

“Michael Baker is the only large, national AEC firm with in-house pavement data collection and pavement management services capabilities,” said Nathan Kebede, P.E., National Pavement Services Lead at Michael Baker International. “Our team recently partnered with the City of Coachella to perform a pavement condition evaluation and implement a modern and practical pavement management system. We look forward to building upon this project and working with CVAG and its partner agencies to help manage their valuable roadway infrastructure and ultimately, enhance the quality and longevity of the transportation network.”

The Michael Baker team will assist CVAG with updating its regional pavement condition data and preparing a multi-year pavement management program for the City of Coachella, California. The project involves data collection for 10 municipal agencies that are CVAG members. Collected pavement condition data will be used by CVAG and member agencies to identify roads in need of maintenance and implement a multi-year pavement management program. It will also inform upcoming ballot measure initiatives related to infrastructure investment.

Michael Baker will use innovative technology to gather and deliver highly accurate data in a short period of time without any interruption to municipal operations or traffic flow. The assessment will be performed using the latest equipment on the market, including a vehicle equipped with a fully integrated automated pavement imaging system, spherical 360-degree cameras and survey software. Michael Baker’s data processing will be performed in a cloud environment that is easily scalable, allowing the firm to manage and rapidly process the large quantity of data generated from the pavement survey.
