Mr. Duggal is an established AEC industry leader with three decades of diverse business, architecture, engineering, consulting and construction experience in North America, Europe, the Middle East and Asia Pacific. His project portfolio spans 47 states in the U.S. and 32 countries around the world, and he has been actively involved in more than 15 mergers, acquisitions and integration efforts during his career.

Prior to joining Michael Baker, Mr. Duggal served as President & Chief Operating Officer at Jensen Hughes, a firm recognized for its leadership in fire protection engineering, life safety, forensics and risk-based consulting services. Prior to Jensen Hughes, Mr. Duggal spent 20 years with Jacobs, where he began as a Project Manager and culminated as Senior VP and General Manager for Federal, Infrastructure and Environmental Solutions, which included architecture, planning and engineering services.

Mr. Duggal has many professional affiliations, including his role as Chair of the Dean’s Advisory Board at the University of Michigan’s Taubman College of Architecture and Urban Planning. He earned a Master of Urban Planning and a Master of Architecture degree from the University of Michigan, and a Bachelor of Architecture degree from the School of Planning and Architecture, New Delhi (India).

Michael Baker International Promotes Joe Brenner to Technical Director, Bridge Technologies

Mr. Brenner has 17 years of experience in the transportation industry, including the last three with Michael Baker. He most recently served as Regional Technical Manager – BIM for Bridges, where he developed innovative model-centric design processes for delivering digital data as contract documentation, developing contract drawings, visual inspection of all bridge components in 3D, and other value-added enhancements. Prior to joining Michael Baker, Mr. Brenner served as a Lead Structural Engineer at WSP USA and a Structural Designer at Gannett Fleming.

He has developed modeling and implemented digital delivery for several state Departments of Transportation, including Florida, Pennsylvania and Michigan. He is proficient in many BIM/modeling software platforms and has been active in national research to establish BIM for Infrastructure standards including Level of Development and Data Dictionary efforts.

Mr. Brenner leads a task group for the AASHTO Transportation Pooled Fund – BIM for Infrastructure TPF-5(480), serves a contributor to the American Association of State Highway and Transportation Officials (AASHTO) Joint Technical Committee on Electronic Engineering Standards (JTCEES), the American Council of Engineering Companies (ACEC) PA Digital Delivery Workspace Group, and the AASHTO & National Steel Bridge Alliance (NSBA) Task Group 15 – Data Modeling for Interoperability.

Mr. Brenner holds a Master of Science degree in Engineering Management from Drexel University and a Bachelor of Science degree in Civil Engineering from Case Western Reserve University.

In these roles within the Federal Programs and Services vertical, Mr. Morris and Mr. Wolfe will drive growth, expand the firm’s Federal client roster and position Michael Baker as the go-to provider for Federal Civilian (non-Defense) clients. Mr. Morris joined Michael Baker in 2022 and has more than 20 years of experience working in all phases of planning, design and construction with Federal agencies all over the world. Most recently, he served as a Federal Program Manager – Southern Region, where he supported all verticals and regions in successfully capturing several key IDIQ contracts including numerous VA design projects, several Department of Defense (DoD) Design-Build Phase 2 opportunities, as well as winning and managing projects more than $10M.

Mr. Morris served 10 years in the U.S. Navy, U.S. Army and Florida National Guard, and prior to joining Michael Baker, he held roles of increasing responsibility at firms throughout Florida and across the globe, including Polu Kai Services, Wolf Creek Federal Services and Pennoni Associates Inc.

He earned a Master of Business Administration degree in Project Management from Capella University and a Bachelor of Arts degree in Communications from the University of West Florida, and he currently serves as a Board member for the Society of American Military Engineers (SAME) Emerald Coast and Pensacola Posts, as well as the Executive Committee of the National Leadership Development Community of Interest.

Michael Baker International Promotes Jon Schelkoph, P.E. to Office Executive – Minneapolis

Michael Baker International Selected by the South Jersey Transportation Planning Organization to Provide Updated Pavement Condition Assessment

PITTSBURGH (August 13, 2024) – Michael Baker International, a global leader in engineering, planning and consulting services, today announced that the South Jersey Transportation Planning Organization (SJTPO) has selected the firm to provide an updated pavement condition assessment. The project will include regional pavement condition data collection for up to 2,100 miles of SJTPO member agency roads. Once processed, this data will be used by SJTPO and member agencies to identify roads in need of maintenance and implement a multi-year pavement management program.

The project involves data collection for six municipal agencies that are members of the SJTPO.

Michael Baker will use innovative technology to gather and deliver highly accurate data in a short period of time without any interruption to municipal operations or traffic flow. The assessment will be performed using the latest equipment on the market, including a vehicle equipped with a fully integrated automated pavement imaging system, spherical 360-degree cameras and survey software. Michael Baker’s data processing will be performed in a cloud environment that is easily scalable, allowing the firm to manage and rapidly process the large quantity of data generated from the pavement survey.

Earlier in his career, he was Vice President, Business Development for Ferrovial Construction (formerly Ferrovial Agroman), and Business Development Manager and Structural Engineer with HNTB. Mr. Filer also spent 11 years as a reserve engineer officer with the Louisiana Army National Guard, where he supervised heavy construction projects stateside and in hostile environments abroad.

Michael Baker International Promotes Mark Pitchford, P.S.M., to Office Executive Overseeing All Florida Operations

PITTSBURGH (July 3, 2024) – Michael Baker International, a global leader in engineering, planning and consulting services, today announced that Mark Pitchford, P.S.M., has been promoted to an expanded Office Executive role overseeing all operations in Florida. Mr. Pitchford will continue to lead the firm’s Orlando and Tampa offices, while also supervising the Jacksonville and Tallahassee locations. He will be responsible for overseeing the firm’s Florida client care and spearheading the growth of Michael Baker’s state-wide portfolio of business, which includes clients such as the Jacksonville Transportation Authority (JTA), Florida Department of Transportation (FDOT) across seven districts and the Central Florida Expressway Authority (CFX). Additionally, Mr. Pitchford will provide operational and staff management expertise and production and project oversight for all the firm’s Florida capabilities, spanning civil/planning/environmental engineering, construction services, drainage & resilience expertise and transportation design (aviation, bridge, highway and traffic).

  • State of Florida: Tidal Basin, Michael Baker and MLU have played pivotal roles in Florida’s resiliency and recovery initiatives. MLU provided housing and wrap-around services for emergency workers post-Hurricanes Sally and Ian. Additionally, Tidal Basin’s extensive program and grant management, contact center support, technology solutions for Florida’s vaccine rollout, the $1.6 billion Emergency Rental Assistance Program and immediate disaster response and long-term recovery services following Hurricanes Ian and Idalia combined with Michael Baker’s management of the State Highway System Resilience Action, showcases significant contributions to public health initiatives, housing recovery and infrastructure resilience in Florida.

  • Veteran Affairs Las Vegas Medical Center: The 936,468-square-foot facility is the first major project by the U.S. Department of Veterans Affairs in over 15 years.
