Ms. Richter will lead the Federal Planning team in planning and designing solutions that are safe, accessible, equitable, cost effective, sustainable and resilient in support of agency missions and readiness. This new structure will allow the firm to fully capitalize on its resources across the organization to serve Michael Baker’s federal clients, implement consistent quality and standard practices and market its full capabilities as the company expands its roster of federal clients.

Ms. Richter has more than 17 years of experience, including 14 years with Michael Baker. She specializes in Department of Defense (DoD) master planning and charrette and meeting facilitation. Her expertise includes land use planning with an emphasis on resilient and sustainable communities. In addition to military master planning, Ms. Richter has experience in local community planning and outreach. Most recently, she was Michael Baker’s Director of Federal Planning. Prior to joining Michael Baker, she served as a Planner for Environmental Consulting & Design, Inc. and as an Associate Planner for the North Central Florida Regional Planning Council.

Michael Baker International Promotes Polly Boardman, PMP, MBA, to National Geospatial Practice Executive

Prior to joining Michael Baker, Ms. Boardman worked in research at the Desert Research Institute and as a Teaching Assistant and Research Technician at the University of Nevada, Reno.

Michael Baker International Names Fred Krumbhaar Chief Financial Officer for Sustainable and Resilient Solutions Vertical

Michael Baker International Strengthens Construction Services Practice
PITTSBURGH (January 12, 2024) – Michael Baker International, a global leader in engineering, planning and consulting services, today announced organizational updates that strengthen the firm’s Construction Services (CS) Practice and position the company for increased growth in this key area. Jeff Carpenter, P.E., has joined the firm as National Practice Lead – CS | Surface Transportation. In this role, Mr. Carpenter will focus on growing Michael Baker’s CS work and serving its clients in the Road, Highway and Bridge markets. Michael Baker also announced that Tom Zagorski, P.E., National Practice Lead – CS, will lead CS for the firm’s projects in the Rail, Water and Aviation markets.

Mr. Carpenter brings more than 37 years of industry experience to his new role at Michael Baker, including the last five years with Parsons, where he served as Project Manager/Construction Manager on New York City Department of Transportation projects. Additionally, he spent 27 years of his career with the Washington State Department of Transportation (WSDOT). During this time, he worked to create WSDOT’s Design-Build program and was the Project Director for several major projects in the Seattle area, including the New Tacoma Narrows Bridge and the Hood Canal Floating Bridge replacement. Mr. Carpenter also served as the WSDOT State Design Engineer for three years and State Construction Engineer for six years.
Mr. Carpenter earned his Bachelor of Science degree in Civil Engineering from Washington State University.
Mr. Zagorski has been with Michael Baker for 38 years. He is well versed in construction operations, scheduling, cost estimations, claims avoidance, risk management, safety and partnering. Prior to joining Michael Baker, Mr. Zagorski served in the U.S. Air Force.
Mr. Zagorski is a member of the Construction Management Association of America (CMAA), Engineers’ Society of Western Pennsylvania and Master Builders’ Association. He holds a Master of Science degree in Engineering Management with a focus on Construction Management from the Catholic University of America and a Bachelor of Science degree in Civil Engineering from the University of Pittsburgh.

Mr. Chimka also spent three years as a U.S. Peace Corps Volunteer in Turkmenistan. He was a board member at the Allegheny County Airport Authority from 2018-2023.

Michael Baker International Promotes David Liebgold, P.E., P.P., to New York Metro Office Executive
PITTSBURGH (December 1, 2023) – Michael Baker International, a global leader in engineering, planning and consulting services, announced today that David Liebgold, P.E., P.P., has been promoted to New York Metro Office Executive. In this expanded position, Mr. Liebgold, who serves as the Office Executive for Newark, New Jersey, will also be responsible for oversight of the New York, New York, office. As New York Metro Office Executive, Mr. Liebgold will leverage his 25 years of industry experience to aid in client engagement, strategic business development and project execution, while overseeing office personnel and managing day-to-day operations.

Mr. Liebgold has extensive experience managing complex transportation projects in New York and New Jersey, with particular expertise in traffic engineering and operations, intelligent transportation systems (ITS), Design-Build, advanced systems communications, construction inspection and management and transportation planning. Prior to taking on his role as Newark, New Jersey, Office Executive in 2021, he was Department Manager for ITS, Traffic and Electrical Engineering, and was a finalist for the 2019 Michael Baker International Chairman’s Award, the company’s highest honor. Prior to joining the firm, Mr. Liebgold was Chief of Transportation at the New Jersey Sports and Exposition Authority/Meadowlands Commission, where he managed the professional engineering and planning staff, consultants and construction contractors.
Mr. Liebgold holds a Master of Science degree in Transportation Engineering from the University of California, Berkeley, and a Bachelor of Science degree in Civil Engineering from Rutgers University.
Sirish Peyyeti, P.E., who previously served as the New York, New York, Office Executive, has been named Michael Baker’s Program Director for the New York Metropolitan Transportation Authority’s (MTA) Independent Engineering Consultant (IEC) contract. In this role, Mr. Peyyeti and his Michael Baker team will act as a resource to the MTA, providing independent transportation engineering expertise to the MTA’s $50B+ Capital Construction Program.
Prior to joining Michael Baker in 2015, Mr. Peyyeti served as a Project Manager for TranSystems Corp., where he worked on large-scale transportation projects for the Connecticut Department of Transportation (CTDOT), New Jersey Turnpike Authority (NJTA), New York State Department of Transportation (NYSDOT) and Triborough Bridge and Tunnel Authority (TBTA). Earlier in his career, he held positions at Dewberry, STV Inc., SIMCO Engineering, URS Corporation and Neel-Schaffer, Inc.
He earned a Master of Science degree in Civil Engineering from Mississippi State University and a Bachelor of Science degree in Civil Engineering from Acharya Nagarjuna University in Guntur, India.

Mr. Bartorelli brings more than 30 years of experience in the geospatial industry to his new role, including business management, photogrammetric practice, digital mapping/remote sensing, ground/airborne-based LiDAR, airborne GPS/IMU technology, sUAS/Drone technology, textured mesh technology, enterprise asset management and geographic information systems (GIS). Prior to joining Michael Baker, Mr. Bartorelli most recently served as Director of Geospatial for Fuscoe Engineering, Inc. Earlier in his career, Mr. Bartorelli held positions with Psomas, Vertical Mapping Resources, Inc. and HJW Geospatial, Inc.
Mr. Bartorelli earned a Bachelor of Science degree in Computer Information Systems from the University of Nevada, Reno. He is an American Society for Photogrammetry and Remote Sensing (ASPRS) Certified Photogrammetrist and GIS Certification Institution (GISCI) Certified GIS Professional.

Michael Baker International Promotes Kyle Kramer, AIA, LEED AP, to Office Executive for Greater DC and Maryland operations and Lorna Parkins, FAICP, to Office Executive for Virginia Beach and Richmond
PITTSBURGH (October 18, 2023) – Michael Baker International, a global leader in engineering, planning and consulting services, announced today a pair of promotions in the firm’s Mid-Atlantic Region. Kyle Kramer, AIA, LEED AP, has been named Office Executive for Greater DC and Maryland operations, and Lorna Parkins, FAICP, has been elevated to Office Executive for Virginia Beach and Richmond. In their expanded roles, Mr. Kramer and Ms. Parkins will be responsible for driving continued growth in their respective offices, as well as providing operational management, staff management and production/project oversight in the office.

As Office Executive for Greater DC and Maryland operations, Mr. Kramer will lead Michael Baker’s Baltimore, Maryland, Alexandria, Virginia and Manassas, Virginia, offices. He joined the firm in 2021 as Baltimore Office Executive and has been an excellent collaborator on pursuits and project execution, while building the business by adding more than 30 employees to the Baltimore team. Earlier in his career, Mr. Kramer held positions with STV and AECOM.
Mr. Kramer earned Bachelor of Architecture and Master of Architecture degrees from Virginia Polytechnic Institute and State University, as well as a Master of Business Administration Degree from Frostburg State University. His professional affiliations include the American Council of Engineering Companies of Maryland (ACEC/Maryland), American Institute of Architects (AIA) and U.S. Green Building Council (USGBC).
With this promotion, Ms. Parkins will expand her role as Office Executive to include both the Virginia Beach, Virginia, and Richmond, Virginia, offices. She has been with Michael Baker for 25 years and her track record as a highly skilled professional will drive the firm forward in serving existing and new clients in a greater capacity.
Ms. Parkins holds a Bachelor of Arts degree in Planning/Urban Affairs from Virginia Polytechnic Institute and State University and a Master of Science degree in Applied Economics from the University of Minnesota. Her professional affiliations include the American Institute of Certified Planners (AICP), where she is a member of the College of Fellows, American Planning Association (APA), American Public Transportation Association (APTA), Virginia Transit Association, Virginians for High-Speed Rail and Women’s Transportation Seminar (WTS).
