Dale Gray
Vice President, Mitigation and Resilience Senior Director
Dale Gray is a Vice President and Resilience and Mitigation Senior Director for the Mitigation, Environmental, Response, Recovery & Resiliency (MER3) business vertical, which brings together Tidal Basin Group, MLU Services and Michael Baker International’s Emergency Management and Response professionals into a single, united team focused on end-to-end contingency operations and resilience solutions. He is a proven leader in emergency management and response.
Mr. Gray has more than 28 years of technical, operational and management experience at Michael Baker. His work with the Federal Emergency Management Agency (FEMA) began with traditional engineering and technical support and has expanded to include hazard mitigation and securing the nation against natural disasters through resilience and preparedness. He was integral in leading the successful pursuit of the Michael Baker-led Advancing Resilience in Communities joint venture, which was awarded a five-year contract with FEMA to continue the company’s long-established relationship to provide production and technical services in support of the National Flood Insurance Program.
He also served as the Deputy Program Director for Resilience Action Partners, a joint venture between Michael Baker and Ogilvy Public Relations, to meet the unique needs of the inaugural Community Engagement and Risk Communications (CERC) contract, which promotes leading citizens and communities to take action to mitigate flood risk and damage.
Mr. Gray is actively involved in the business community through organizations such as the Association of State Floodplain Managers and its charitable foundation. He also participates in professional outreach programs with Howard University, his alma mater. He is the recipient of Michael Baker’s 2021 Chairman’s Award, the company’s highest honor.
