My Safe Florida Condominium Pilot Program

The State of Florida Department of Financial Services (DFS) created the My Safe Florida Condominium Pilot Program to help eligible condominium associations strengthen their buildings against hurricane-force winds. The initiative enhanced property resilience while positioning associations to qualify for potential insurance premium reductions through verified wind mitigation improvements. By offering inspections and financial assistance, the program provided a structured pathway for identifying vulnerabilities and completing protective upgrades.

Tidal Basin, a Michael Baker International Company, served as the project manager, delivering comprehensive administrative and operational support. We developed a customized application intake process using our proprietary case and grant management system, Phoenix OneCase®, enabling streamlined submission, eligibility review, inspection coordination and grant processing. We also provided contact center support to guide applicants through technical questions, application requirements and status updates.

Our team designed and launched a dedicated program website as the central resource for participating associations. We developed the site architecture, wireframes and full front-end and back-end functionality to ensure a seamless user experience. The website included multilingual capabilities, advanced analytics for performance tracking and enterprise-grade security protections.

Tidal Basin oversaw wind certification entities responsible for inspections and reconciled invoices as applicants progressed. To promote transparency and informed decision-making, we developed real-time data dashboards that converted program data into actionable reports for staff and leadership.

Beyond project administration, we drafted the implementation plan and developed the inspections Request for Proposals, maintaining monthly oversight to ensure compliance, operational consistency and program integrity throughout the pilot.

Demand was immediate and significant. Within the first week, more than 750 accounts were created and 174 applications submitted. On launch day, the site received over 11,000 visits. Due to high demand and limited funding, the portal closed after five days, with 165 inspection applications approved.

Through strategic planning, scalable technology and integrated program management, Tidal Basin successfully supported the rapid deployment of hurricane mitigation resources. The My Safe Florida Condominium Pilot Program demonstrated an effective model for delivering high-demand resilience funding while maintaining accountability, transparency and measurable impact for participating communities.
