Allegheny County Geotechnical Engineering and Right-of-Way Services

Michael Baker was retained by the Allegheny County Department of Public Works in 2002 and 2019 to provide on-call geotechnical engineering services to address geotechnical impacts on the County’s aging infrastructure. Projects completed under this assignment included the Coal Valley Road Landslide Stabilization, Cliff Mine Road Landslide Stabilization, Delafield Avenue Retaining Wall Replacement and Reconstruction, Lake Shore Drive Landslide Stabilization, Camp Meeting Road Stabilization, Turtle Creek Flood Control Project Base Map Development, North Park Nature Center Pond Dredging and Trail Alternative Analysis, and Deer Lakes Lake #1 Dam Improvements, among others.

Geotechnical services provided under this contract included emergency response, landslide remediation, addressing lateral support issues, retaining wall failures, drainage improvements, flood facility studies, dam inspections, dam rehabilitation, roadway subgrade evaluations, subsurface investigations, laboratory testing and construction support. Because many of these projects impacted county facilities, Michael Baker also provided all-inclusive services for field surveys, mapping, property delineations and investigations, utility coordination, maintenance and protection of traffic, site design, hydraulic and hydrologic analysis, construction cost estimates and plans and specifications for construction.

Michael Baker received two awards under this contract, including the Engineers’ Society of Western Pennsylvania’s Project of the Year Award for Hurricane Ivan Emergency Response and the American Council of Engineering Companies of Pennsylvania Diamond Award Certificate for Engineering Excellence for the Pitcairn Road Stabilization project.
