Support for Commercial, Industrial and Institutional Facilities
The proposed Commercial, Industrial and Institutional (CII) Stormwater Permit, issued by the
Los Angeles Regional Water Quality Control Board, introduces new requirements for facilities
with significant impervious surfaces that may discharge stormwater into municipal systems.
Facilities located within the Dominguez Channel/Greater Los Angeles and Long Beach Harbor Watershed or the Los Cerritos Channel/Alamitos Bay Watershed with five or more acres of impervious surface will be required to implement stormwater controls.
Covered facilities will be required to adopt Stormwater Pollution Prevention Plans (SWPPPs), implement Best Management Practices (BMPs), and conduct stormwater inspections and monitoring to remain in compliance.
Facilities must also select one of the following compliance options:
- Compliance Option 1 – Agreement with a Local Watershed Management Group to fund regional project(s)
- Compliance Option 2 – Facility-specific design standards to reduce stormwater runoff
- Compliance Option 3 – Direct demonstration of compliance with effluent limitations
Why it matters
CII facilities that previously operated without National Pollutant Discharge Elimination System (NPDES) permit coverage may soon be subject to direct stormwater regulation.
Compliance with this permit will be critical to:
