Mr. Thornhill’s extensive consulting experience includes roadway design, corridor/traffic operation concept analysis, bridge design, hydraulics design, subsurface drainage design and sidewalk beautification projects. His clients have included the East Baton Rouge Department of Transportation & Development (EBR DTD), Louisiana DOTD, Lafayette Consolidated Government and St. Tammany Parish Department of Public Works, among others.

DENVER (February 1, 2021) – Michael Baker International, a global leader in engineering, planning and consulting services, announced today that Stephen Browning, P.E., has joined the firm as Senior Vice President – Federal Markets. In this role, Mr. Browning will provide leadership to develop, support and execute Michael Baker’s work with U.S. Federal Civilian Agencies and its U.S. Army Corps of Engineers (USACE) Civil Works portfolio, while growing the company’s entire Federal portfolio.

Prior to joining Michael Baker, Mr. Browning served as the Program Manager for the U.S. Department of Energy’s Legacy Management Program at Navarro Research and Engineering, where he was responsible for long-term maintenance, asset management, archives and information management for more than 100 sites. He also previously served as Senior Vice President and Client Account Manager for federal, national governments and defense contractors at CH2M Hill (now Jacobs). Earlier in his career, Mr. Browning was Senior Vice President and Chief Strategy and Development Officer at Weston Solutions, and Senior Vice President, Chief Strategy Officer and Director of Programs at MWH Global (now Stantec).

Before joining the private sector, Mr. Browning served 23 years in the U.S. Army Corps of Engineers and 11 years as a member of the Senior Executive Service, with assignments across the U.S., Korea, Germany, Kuwait and Iraq. He also deployed to New York City immediately following the September 11, 2001, attacks to lead the USACE emergency response activities, including Urban Search and Rescue Operations, structural analysis and debris removal and disposal, before assuming the role of Senior Federal On-Scene Lead for Response and Recovery.

Mr. Browning served as Senior Executive Fellow at the Harvard Kennedy School, completed the Advanced Management Program at Harvard Business School and earned a Master of Science degree in Geotechnical Engineering and a Bachelor of Science degree in Civil Engineering from Colorado State University.

MOBILE, Ala. Ms. Nocera will focus on deepening partnerships within Michael Baker’s Federal practice to provide even greater support to its military and federal clients.

As an environmental engineer, Ms. Nocera has developed planning documents, conducted site investigations/sampling, provided construction oversight, and managed Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) projects under the Military Munitions Response Program (MMRP) and Installation Restoration Program (IRP) for the U.S. Army Environmental Command (USAEC) and U.S. Army Corps of Engineers (USACE). She has also conducted designs, evaluations and construction sequencing for infrastructure, including USACE levees and pump stations, state and county roads and municipal airfields. Additionally, Ms. Nocera has managed individual projects, as well as multimillion-dollar programs under U.S. Army indefinite delivery contracts.

Prior to joining Michael Baker in 2017, Ms. Nocera spent three years as a Senior Project Manager at PIKA International, Inc. and began her career as a civil engineer with ARCADIS/Malcolm Pirnie. She holds a Bachelor of Science degree in Civil Engineering from the University of South Alabama and a Master of Science degree in Civil Engineering from Purdue University. Ms. Nocera is also a member and fellow of the Society of American Military Engineers (SAME) as well as a Director of the Girls Exploring Math & Science (GEMS) Program, which provides STEM workshops to hundreds of middle school girls and their parents  to increase awareness of STEM career paths available within their communities.

He assumes the role from Al Warot, who is retiring after nearly 50 years in the industry, including the past seven years with Michael Baker.

Earlier in his career, he served as Program Manager, California Planning & Environmental Services, at Golder Associates, and in various senior Project Manager and Planning positions for PBS&J/Atkins, URS Corporation and A.A. Webb Associates., as well as operated his own planning and consulting firm for several years. Mr. Hoose has also worked closely with the City of Los Angeles, the Los Angeles Department of Water and Power and the Los Angeles County Metropolitan Transportation Authority.

In this leadership role within Michael Baker’s Aviation practice, Ms. Homentosky will focus on sustaining and expanding the firm’s aviation services in the Northeast Region.

Ms. Homentosky brings more than 15 years of experience, including three years with Michael Baker, to her leadership role. Her experience includes managing on-call engineering, planning and PM/CM teams and tasks on an array of projects. Ms. Homentosky’s work in both the public and private sector is integral to her success executing projects at Michael Baker client airports, including the Philadelphia International Airport, John F. Kennedy International Airport, and Baltimore/Washington International Thurgood Marshall Airport, among many others.

Prior to joining Michael Baker, Ms. Homentosky spent eight years at AECOM as a Senior Airport Planner and Aviation Project Manager. Additionally, she worked for the City of Philadelphia’s Division of Aviation, specializing in management of airport-owned facilities at Philadelphia International Airport and Northeast Philadelphia Airport.

PITTSBURGH (November 19, 2020) – Michael Baker International, a global leader in engineering, planning and consulting services celebrating 80 Years of Making a Difference, and its Joint Venture (JV) partner, Tetra Tech, have been awarded a single-source, five-year IDIQ contract up to $50M by the U.S. Department of Homeland Security – Federal Emergency Management Agency (FEMA) to support the Hazard Mitigation Technical Assistance Program (HMTAP). The Alliance for Resilience and Mitigation’s (ARM) HMTAP support will include engineering and non- architecture projects, specifically to aid enhanced capacity in meeting pre-disaster, during disaster and post-disaster mitigation and environmental responsibilities with respect to FEMA’s Hazard Mitigation Program.  Program areas include grant application support, including benefit-cost analysis, environmental and historic preservation support, post-event assessments, policy and regulatory analysis, publications, national floodplain insurance program support and community outreach.

The contract commenced in Fall 2020 and extends through 2025.
