In his new role, Mr. Brescia will be responsible for Michael Baker’s overall Operations, serving as an advocate for the firm’s engineers, planners, architects and other specialists, leading client engagement, partnering with the company’s thought leaders to drive growth and advancing its standard of excellence in every aspect of Operations. Mr. Brescia has been leading the firm’s Northeast Region since 2011. With 35 years of industry experience, his expansive leadership experience within the company and in running large, complex projects gives him unique insights to lead Operations and the continuous improvement of the firm’s programs and processes.

Magdy Hagag, P.E., Senior Vice President and Office Executive, has been promoted to Regional Director for the Northeast; James E. Koch, Ph.D, P.E., Senior Vice President and Regional Director for the Mid-Atlantic, will take on an expanded role leading the firm’s Federal team; and Malcolm Dougherty, P.E., Senior Vice President and National Practice Executive, will also take on an expanded role and overseeing all National Practices.

  • Magdy Hagag, P.E., brings 35 years of industry experience, including 21 years with Michael Baker, to his new role as Northeast Regional Director. He has led the firm’s New Jersey Operations and has been instrumental in the growth of the Northeast Region, leading innovative portfolio diversification strategies, deepening client relationships and providing critical project management and oversight. Previously, he served as Senior Vice President and Office Executive for the Hamilton and Newark, New Jersey offices as well as Director of Project and Quality Management for the New Jersey/New York metropolitan area. Mr. Hagag was an inaugural recipient of the company’s Chairman’s Award, the company’s highest honor, recognizing employees for their performance and service. Mr. Hagag holds a Bachelor of Science degree in Civil Engineering from Rutgers University in New Brunswick, New Jersey, and a Certificate in Project Management from Drexel University in Philadelphia. He is a licensed Professional Engineer in New Jersey, New York, Pennsylvania, Maryland, Indiana and Connecticut.  He is a member of the American Council of Engineering Companies (ACEC); the American Society of Civil Engineers (ASCE); and the National Society of Professional Engineers (NSPE).
  • Jim Koch, Ph.D., P.E., is taking on an expanded role leading Michael Baker’s Federal team, in addition to his current responsibilities as Senior Vice President and Regional Director for the Mid-Atlantic. As Federal Executive, Dr. Koch will work to accelerate growth in Federal markets while bringing better alignment and closer collaboration among the firm’s Federal team and its overall Operations. He has more than 40 years of military and engineering firm experience, including a rich background in federal and international programs. Dr. Koch spent the first half of his career with the United States Army and retired as a Lieutenant Colonel. He holds a Bachelor’s Degree in Commerce from Washington and Lee University, a Master’s Degree in Civil Engineering and the Degree of Engineer in Construction Engineering and Management from Stanford University. Dr. Koch also earned a Doctorate of Philosophy in Engineering Management from the University of Missouri – Rolla.
  • Malcolm Dougherty, P.E., has more than 28 years of industry experience and will now oversee Michael Baker’s National Practices. Mr. Dougherty joined Michael Baker in 2018 as the National Practice Leader for Transportation, where he drove the strategic direction, growth and performance of the practice and led an integrated team of regional transportation and management professionals in all aspects of transportation, including: Highways (State Departments of Transportation), Intelligent Transportation Systems (ITS), and Smart Transportation. Previously, he served as the Director of the California Department of Transportation (Caltrans). Ms. Davis, who joined Michael Baker in 2018, will now oversee all financial operations of the company.

In this role, she oversaw the firm’s accounting, financial planning and analysis, tax and treasury, and worked closely with leadership in Operations and Corporate Departments on all matters related to the firm’s accounting operations and financial performance. Before joining Michael Baker, Ms. Davis served as Vice President, Global Corporate Controller and Treasurer for GNC, where she led a worldwide finance operation of more than 120 team members. In this role, she managed corporate accounting and external reporting, lease administration, financial shared services, and fleet and risk management, which maintained all corporate insurance programs. As Treasurer, she was responsible for capital allocation and balance sheet optimization. Ms. Davis also previously served in several executive-level finance roles, including Vice President of Corporate Finance for Eldorado Resorts, Inc. and Global Corporate Controller for DynaVox Inc. She also spent six years at Ernst & Young LLP as an Audit Manager.

His expertise also includes highway and airfield design, construction cost estimating and project management. Mr. Bosque has managed transportation projects of all sizes for clients, including the New Jersey Turnpike Authority, South Jersey Transportation Authority and the New Jersey Department of Transportation. Earlier in his career, he was a Project Engineer with Berger Lehman Associates, P.C., leading the highway design of several large infrastructure projects in New York City.

Mr. Bosque holds a Bachelor of Science in Civil Engineering from the New Jersey Institute of Technology. He is active in ACEC-NJ, serving as Vice Chairman for the South Jersey Transportation Authority Committee and as part of the Steering Committee for the New Jersey Turnpike Authority. His contributions to developing teaming strategy and positioning were instrumental in winning proposals in three separate regions for the Louisiana Watershed Initiative and his leadership helped Michael Baker receive its first task order under a new contract with the San Antonio River Authority. Mr. Bagha manages a diverse array of water resources projects for federal, state and municipal clients, and has been vital to FEMA’s flood risk mapping initiatives at the national and regional levels.

For the past three years, Mr. Gravlin has managed Michael Baker’s first Michigan office, where he successfully partnered with team members from across the Region to grow the office’s service offerings and drive business in the Detroit Metro area and across the state. Prior to joining Michael Baker, he supervised teams working on transportation projects with design budgets of $10 million and construction budgets between $400 million to $1.3 billion per year. His expertise includes both Design-Build and P3 contracting, and ranges from bridge design and complete streets/urban arterial design to green infrastructure, hydraulics and climate change mitigation. Mr. Gravlin holds a Bachelor of Science degree in Civil Engineering from the University of Michigan.
  • Sue Barker, P.E., has more than 30 years of industry experience in large-scale transportation projects, with an emphasis on transportation planning, rural and urban roadway design, construction management and public involvement. Ms. Barker has a comprehensive understanding of the Wisconsin Department of Transportation (WisDOT) facilities development process and has successfully managed roadway design projects on local roadway systems, as well as State and U.S. highways. Earlier in her career with the firm, Ms. Bilezikjian was a Department Manager – Water, where she successfully managed large programs, planned and executed multimillion-dollar contracts and task orders, and identified solutions and improvements to both site-specific and program-level challenges. She earned a Master of Science degree in Civil Engineering and a Bachelor of Science degree in Chemical Engineering, both from the University of California, Irvine in Irvine, California.
  • Bob Schlesinger, P.E., will leverage his nearly 30-year career in the U.S. Navy Civil Engineer Corps in his new role of Regional Practice Lead – Federal. He has been with Michael Baker for 11 years, most recently serving as Area Executive overseeing offices in Santa Ana, Long Beach, Camarillo and Los Angeles, and managing operations and the growth of the firm’s business. Previously, Mr. Schlesinger was Commanding Officer of Naval Facilities Engineering Command (NAVFAC) Northwest, where he supervised environmental compliance and restoration, facilities management, utilities management and real estate for more than 1,000 Navy buildings and structures. As Vice President of Strategic Services for Westin Technology Solutions, he served as Program Director for a large Supervisory Control and Data Acquisition (SCADA) system upgrade that controlled, monitored and analyzed a water client’s industrial processes. Additionally, he served as Regional Leader – Business Transformation for MWH Global (now Stantec) for 10 years, managing the business transformation consulting practice in the Asia Pacific region.

Mr. Vogelsang earned a Post Graduate Diploma in Aquatic and Terrestrial Ecology and Management from the University of Adelaide in Australia and a Bachelor of Applied Science degree in Natural Resource Management from the University of South Australia.

The project was honored in the Airport/Transit Category and was selected from a total pool of 114 applicants by an independent jury of industry leaders in design and construction and from ENR’s regional editions using five criteria, including safety, innovation and teamwork. The awards honor the best construction projects and the companies that designed and built them in the U.S. and Puerto Rico. The project will be recognized at an awards ceremony in Orlando, Fla., on November 5, 2020.

The team successfully integrated local and regional bus networks, taxis, rental car services, an elevated skyway system and space for future mobility services into one cutting-edge facility. The JRTC features complete-street connections to the nearby LaVilla neighborhood, a grand staircase point of entry and an elevated urban plaza for scenic views of downtown Jacksonville. The JV team provided urban planning, architecture, interior designs structural engineering, civil engineering, landscape architecture, right-of-way and utility coordination, geotechnical engineering and construction administration services.

The state-of-the-art facility was designed to be timeless and modern, effective and innovative. Its glass curtainwall, which evokes a sense of acceleration, speaks to JTA’s mission to provide efficient transportation, while the pedestrian connections resonated with the LaVilla neighborhood, ensuring community integration.

The JRTC brings the city’s formerly dispersed transit services under one roof, enabling riders to easily transfer between modes of transportation, increasing the effectiveness of public transportation and enticing new users. It provides the area’s first facility to connect regional transportation services, offering opportunities for growth to the Authority and region. The resulting efficiencies improve connectivity across Northeast Florida, helping reduce traffic congestion and emissions, creating new revenue streams for businesses and rejuvenating the LaVilla neighborhood as a desirable, walkable destination.

PITTSBURGH (August 5, 2020) – Michael Baker International, a global leader in engineering, planning and consulting services celebrating 80 Years of Making a Difference, announced today that Brian Kozy, P.E., has joined the firm as National Practice Lead – Bridge. In this role, Mr. Kozy will facilitate the ongoing growth of the Practice while closely collaborating with colleagues across the country. He will also ensure the superior quality, efficiency and technical excellence of the firm’s bridge projects and assist in managing national staffing and resources. Michael Baker also announced that Frank Russo, P.E., has been named the National Technical Director for the firm’s Bridge Practice. In this new role, Mr. Russo will report to Mr. Kozy and serve as a technical resource to bridge engineers across the company. Mr. Kozy will be based out of the firm’s Baltimore office, while Mr. Russo remains with the Philadelphia office.

Mr. Kozy is a recognized leader in the engineering profession and brings more than 20 years of technical expertise, thought leadership and management skills to his new role at Michael Baker. Most recently, Mr. Kozy served as Principal Bridge Engineer for the Federal Highway Administration (FHWA), where he provided national technical leadership and led the FHWA Structural Engineering team to improve bridge and tunnel design, construction and performance nationally. In this role, he developed federal engineering policy and guidance and continues to contribute to the advancement of knowledge as a thought leader for civil infrastructure topics that include steel and concrete bridges, load-rating, security and tunnels. Prior to his 10-year tenure with FHWA, Mr. Kozy served as a Transportation Business Manager for Parsons Brinckerhoff and a Structural Project Manager for HDR Engineering.

Mr. Kozy earned a Doctor of Philosophy degree in Civil Engineering from the University of Pittsburgh. He also holds a Master of Engineering degree and Bachelor of Science degree, both in Civil Engineering, from The Pennsylvania State University.

Mr. Russo is an industry veteran with 27 years of experience, including 10 with Michael Baker. As National Technical Director – Bridge, he will proactively engage in the firm’s top bridge projects to perform high-level reviews, assume an increased QA/QC role for larger, more complex projects and serve on national technical committees such as Transportation Research Board (TRB), American Association of State Highway Transportation Officials (AASHTO), National Steel Bridge Alliance  (NSBA), Precast/Prestressed Concrete Institute (PCI) and more. Prior to joining Michael Baker, Mr. Russo served as a Senior Bridge Engineer at HNTB Corporation, Bridge Engineer at URS Corporation and Special Projects Engineer at the Iowa DOT Office of Bridge and Structures.

Mr. Russo earned a Doctor of Philosophy degree in Civil Engineering from Iowa State University. He also holds a Bachelor of Science degree in Civil & Construction Engineering Technology, as well as a Master of Science degree in Civil Engineering, from Temple University.
