Michael Baker International Promotes Rich Beck, CEP, P.W.S., CPESC®, CERP, to Office Executive – Santa Ana

PITTSBURGH (May 15, 2025) – Michael Baker International, a global leader in engineering, consulting and advisory services, today announced that the firm has promoted Rich Beck, CEP, P.W.S., CPESC®, CERP, to Office Executive – Santa Ana. In this role, Mr. Beck will lead the Santa Ana, California, office’s growth and commitment to serving its clients as One Michael Baker. Additionally, he will provide operational management, staff management and project oversight for the office.

Most recently, he served as Practice Executive of the firm’s Western Region Planning, Survey and Land Development services, leading numerous public and private sector projects across the Southwestern U.S.

Mr. Beck holds a Bachelor of Arts degree in Environmental Studies/Ecological Restoration from the University of California, Santa Cruz. He currently serves as President of the Western Chapter of the Society of Wetland Scientists.

Michael Baker International Names Scott Thornsberry, P.E., Office Executive – Little Rock

PITTSBURGH (May 13, 2025) – Michael Baker International, a global leader in engineering, consulting and advisory services, today announced that the firm has promoted Scott Thornsberry, P.E., to Office Executive – Little Rock. In this role, Mr. Thornsberry will lead the office by overseeing its daily operations, deepening client and industry engagement, driving new business development, expanding services, elevating project execution and fostering a culture of continuous learning and collaboration.

Mr. Thornsberry has 29 years of industry experience leading project management, design, and quality assurance/quality control (QA/QC) for transportation projects in Arkansas, including many years designing and managing projects for the Arkansas Department of Transportation (ARDOT). During his 12 years with Michael Baker as Department Manager – Transportation, he has overseen the successful delivery of over 60 projects for ARDOT, including design services for highway interchanges, signalized intersections, roadway widening, pavement preservation, bridge preservation, bridge retrofits, bridge inspection and bridge replacements. He also has experience with DOTs in Texas and Georgia. Earlier in his career, Mr. Thornsberry spent 17 years with Garver as a Project Manager and several years with the Austin Engineering Company as a Testing Technician.

Mr. Thornsberry is an active member of the Women’s Transportation Seminar (WTS) and The Little Rock Engineer’s Club. He also serves on the American Council of Engineering Companies (ACEC)/ARDOT Liaison Committee. He earned a Bachelor of Science degree in Civil Engineering from the University of Texas at Austin.

Michael Baker International Selected by Pittsburgh Water to Provide Construction Management and Inspection Services for Water Reliability Plan’s Historic ABC Project

PITTSBURGH (May 7, 2025) – Michael Baker International, a global leader in engineering, consulting and advisory services, today announced that the firm has been selected by Pittsburgh Water to provide Construction Management and Inspection (CMCI) Services for the ABC (Aspinwall, Bruecken, Clearwell) Project. This effort will include substantial renovations to the Aspinwall Pump Station, the complete replacement of the Bruecken Pump Station and an in-ground pipeline bypass of the Clearwell at the Water Treatment Plant. The $193 million ABC Project will be completed as part of the Water Reliability Plan, a series of multi-generational projects that will modernize the water distribution system throughout Pittsburgh, Pennsylvania, and provide customers with more secure and reliable water services. Work will begin in August 2025 and continue through 2029.

As the largest component of the Water Reliability Plan, the ABC Project will allow for the future replacement of the 100-year-old Clearwell structure. This project is a critical component to enhance water safety and reliability for Pittsburgh residents, reduce service disruptions and succeed in upgrading essential water infrastructure.

The Aspinwall Pump Station Renovations will introduce four new pumping units, replace the existing fluoride chemical feed building and implement electrical upgrades, in addition to building renovations to the historic building.

The Bruecken Pump Station Replacement will involve constructing a new pump station adjacent to the current facility. This new station will house six pumps, receive electrical upgrades and include a new electrical substation. The existing station is planned for future repurposing.

The Clearwell Bypass will establish a large-diameter, in-ground piping system bypassing the 44-million-gallon Clearwell. This system will allow filtered water from the Pittsburgh Water Treatment Plant Filter Building to flow directly to the Aspinwall and Bruecken Pump Stations. Additionally, an overflow structure equipped with de-chlorination equipment will be constructed.

Michael Baker International Selected by Charleston County, South Carolina, to Complete Detailed Pavement Data Collection

PITTSBURGH (May 6, 2025) – Michael Baker International, a global leader in engineering, consulting and advisory services, today announced that the firm has been selected by Charleston County, South Carolina, to complete detailed pavement data collection for all county-maintained roadways. Utilizing Advanced Transportation Linear Inspection System (ATLIS) vehicles, Michael Baker will employ state-of-the-art technology, including 3D laser scanners, pavement profiling lasers, ultra-high-definition cameras, and high-accuracy navigation systems to gather current conditions of more than 1,900 miles of County-maintained roadways.

Charleston County Public Works maintains a Pavement Management System that collects, analyzes and sorts data for all roads in its network. The resulting overall condition index is used to identify streets most in need of repair and to develop multi-year paving and preservation plans. This initiative reflects the thorough evaluations conducted by the County to assess pavement distress and defects.

Michael Baker International Names Devendra Kumar Chief Information Officer

Mr. Hanbicki is a highly skilled program and project management professional with 36 years of experience specializing in the management and delivery of large complex projects and programs across multiple sectors including aviation, technology, corporate, federal and retail. He joins Michael Baker from Jacobs, where he led the Cities and Places practice in the Northwest. Earlier in his career with Jacobs, he was Director of Architecture for Southern California. Mr. Hubbard is a marketing and business development principal with more than 25 years of experience in the A/E design and construction industry. He is a proven leader in account management, client engagement, major pursuits and business planning. Mr. Hubbard spent nearly 20 years with large firms in the engineering industry, first as Senior Vice President and Marketing Director for HOK Houston and then as Division Vice President for Jacobs Global Buildings. His recent experience includes working as a Consultant for Thrive Creative Strategies and serving in a management role for privately held business interests in real estate, oil and gas. Mr. Hubbard earned a Master of Arts degree in Applied Psychology from the University of Santa Monica, and a Bachelor of Arts degree in Liberal Arts, with a focus on Architecture, from the University of Texas at Austin.

Mr. Brown joins Michael Baker after 25 years with Jacobs. She also has expertise in traffic operational analysis and alternatives investigation for transportation projects. Her work includes complex projects throughout the Great Lakes Region with the City of Pittsburgh and Departments of Transportation in Pennsylvania, West Virginia, Ohio and Kentucky – as well as clients in Texas, Mississippi and Arizona.

Ms. Belowich earned a Master of Science degree in Civil Engineering, and a Bachelor of Science degree in Civil and Environmental Engineering from Carnegie Mellon University. Michael Baker International Promotes Joanne Tyler, P.E., P.L.S., QSD, to Office Executive – Carlsbad

In this role, and previously as a Project Manager, she utilized her civil engineering and land surveying expertise across all aspects of public works and land development. Her projects have included utilities, industrial, commercial, retail and large housing developments throughout Southern California. Before joining Michael Baker as a Project Manager, Ms. Tyler spent 20 years as a Project Manager and Senior Project Engineer with O’Day Consultants, as well as a Project Engineer with other firms.

Ms. Tyler holds a Bachelor of Science degree in Civil Engineering from Santa Clara University. She is an active member of the American Public Works Association (APWA) and the California Land Surveyors Association.

Mr. Gies joins Michael Baker from MasTec Clean Energy & Infrastructure, where he served as Regional Safety Director for Infrastructure Southeast & General Building. He oversaw safety for projects such as data centers, mining, bridges and highways. Earlier in his tenure with MasTec, he also focused on power delivery projects. Throughout his career, which also includes senior management roles with the William Charles Construction Company, Aldridge Electric and CB&I, Mr. Gies has led safety initiatives in the engineering and construction industry that spanned the U.S. and included all aspects of managing and implementing safety requirements for in-house teams and subcontractor partners.

Mr. Gies earned a Master of Business Administration degree from Louisiana State University and a Bachelor of Science degree in Safety and Environmental Health from Slippery Rock University. He is a Certified Safety Professional (C.S.P.) and a Construction Risk Insurance Specialist (CRIS).
