Michael Baker International Selected by Maryland Transportation Authority to Provide Construction Management and Inspection Services for the Francis Scott Key Bridge Reconstruction
PITTSBURGH (March 6, 2025) – Michael Baker International, a global leader in engineering, planning and consulting services, today announced that the firm has been selected by the Maryland Transportation Authority (MDTA) to provide construction management and inspection (CMI) services for the Francis Scott Key Bridge Reconstruction. As part of a joint venture (JV) with STV, Michael Baker will support the Progressive Design-Build (PDB) project through all phases of construction. The project involves the replacement of the approximately 2.3-mile-long Francis Scott Key Bridge, which carries Interstate 695 (I-695) over the Patapsco River between Baltimore County and Anne Arundel County, Maryland.

The new Francis Scott Key Bridge will provide a safe crossing for vehicles and will be Maryland’s first highway cable-stayed bridge, constructed according to the most advanced industry standards and best infrastructure design practices. The bridge will be designed to meet the current industry standards for new bridges over navigable water.
As part of its CMI services, the Michael Baker and STV JV will serve as MDTA’s construction representative for the Francis Scott Key Bridge Reconstruction. The team will provide maintenance of traffic, constructability reviews, detailed inspections throughout construction and scheduling and materials testing, among other activities. The JV will ensure that the project is completed to the highest quality standards throughout construction and that the project meets the needs and expectations of the permits, as well as the design.

Michael Baker International Promotes Al Bowman, P.E., S.E., to Office Executive for Georgia/Tennessee Operations

Mr. Bowman has 37 years of industry experience, which includes project management, design of transportation structures, roadway design and construction engineering inspection. He joined Michael Baker in 1999 and most recently served as Office Manager for Michael Baker’s Peachtree Corners (Atlanta) location, where he also led Surface Transportation Design for Georgia. Prior to joining Michael Baker, Mr. Bowman was a Structural Engineer at Moreland Altobelli Associates and a Construction Engineer at HNTB.
Throughout his career, Mr. Bowman has served on numerous transportation-related committees of the American Council of Engineering Companies of Georgia (ACEC/Georgia), culminating with an eight-year term on the overarching Steering Committee, as well as 24 years of active membership with the American Society of Highway Engineers (ASHE). He earned a Bachelor of Science degree in Civil Engineering from Clemson University.

Quintin Watkins, P.E., has been named Southern Regional Practice Lead – Aviation. Mr. Watkins has more than 30 years of industry experience and has spent the last 14 years with Michael Baker. Prior to joining Michael Baker, he was the Airside Program Manager with the Hartsfield-Jackson Atlanta International Airport (H-JAIA) for four years and held positions with other engineering consulting firms.
Mr. Watkins holds a Master of Science degree in Civil Engineering from the University of Arkansas at Fayetteville and a Bachelor of Science degree in Civil Engineering from the Georgia Institute of Technology.
Mr. Kistler has been with Michael Baker International for 32 years and previously served in roles of increasing responsibility, including Regional Practice Lead -Aviation and Specialty Practice Leader. He has played a key role in establishing and growing Michael Baker’s Planning practice in Los Angeles, while also expanding its work with the Los Angeles Department of Water and Power, Los Angeles Department of City Planning and California State University, among many others.
Previously, Mr. Hoose was AECOM’s Associate Vice President of Operations and Impact Assessment and Permitting (IAP) Department Manager for the Los Angeles Metro Plus Region, which consists of approximately 100 employees in seven offices who deliver services including environmental planning (CEQA/NEPA), natural resources, cultural resources, noise and vibration, air quality and GHG, GIS and landscape architecture. Earlier in his career, he served as Program Manager, California Planning & Environmental Services, at Golder Associates, and in various senior Project Manager and Planning positions for PBS&J/Atkins, URS Corporation and A.A. Webb Associates., as well as operated his own planning and consulting firm for several years.
Mr. Hoose holds a Bachelor of Science degree in Urban and Regional Planning from California State Polytechnic University, Pomona. He is an American Planning Association (APA) certified planner and has served as a former APA California Chapter Executive Committee and Board Member.

Michael Baker International Welcomes Sharif Abou-Sabh, P.E., as Northeast Director of Program Management
PITTSBURGH (October 30, 2024) – Michael Baker International, a global leader in engineering, planning and consulting services, today announced that Sharif Abou-Sabh , P.E., has joined the firm as Northeast Director of Program Management. In this role, Mr. Abou-Sabh will oversee all aspects of project development process from the initial planning and environmental review stages through design, construction and implementation throughout the firm’s Northeast Region, which consists of nine offices across six states. He will also play a key role in the growth and development of Program Management as a service on the national level and differentiate Michael Baker as the firm pursues Program Management work with Departments of Transportation and other agencies that oversee vehicular and rail and transit corridors.

Mr. Abou-Sabh has extensive experience in leading design, production, construction management, design-build projects, progressive design-build, Private-Public Partnership (P3) and transportation infrastructure Program Management. Prior to joining Michael Baker, Mr. Abou-Sabh served as Senior Vice President and National Transportation Program Management Practice Leader for the Bowman Consulting Group. Previously, he was Program Manager at HNTB for the $12B Valley Transportation Authority BART project in San Jose, California, and Senior Director/General Engineering Consultant for the New Jersey Turnpike Authority.
Mr. Abou-Sabh has successfully led, directed and mentored Program Management teams of all sizes such as at the $3B Chicago Transit Authority Capital Improvement Project (CIP) and the $7.4B Illinois Tollway CIP. He was also the Program Manager for the $3.6B CREATE program, a public-private partnership between the U.S. Department of Transportation, Illinois Department of Transportation, Chicago Department of Transportation, Metra, Amtrak and the nation’s freight railroads. The program was developed to invest in critically needed rail infrastructure improvements in the Chicago area and to increase the efficiency of freight and passenger rail service throughout the region.
Mr. Abou-Sabh earned a Master of Science degree in Civil Engineering from Columbia University, a Diploma in Construction Management from New York University and a Bachelor of Science degree in Civil Engineering from Ain Shams University (Cairo, Egypt).
